Areas Inspected: Followup of unresolved items from previous inspection; review quality assurance, quality control, and work procedures involving receipt storage handling and installation of electrical components and materials. Licenree has reassembled the documentation package for the penetrations.
Documentation now includes test data for qualification of the penetrations in accordance with IEEE 317 and IEEE 323. This item is considered resolved.

Onsite Design Activities

The inspector questioned whether any safety related design activities were to be performed by the electrical contractor and if adequate pro-cedural controls to assure that design controls, reviews, organization, 4-responsibilities, and interfaces had been established and implemented.

The licensee and contractor personnel indicated that no safety related
design activities had been performed to date but they anticipated some onsite cable tray hanger detailing and similar activities would be per-formed by the electrical contractor's engineering group. The electrical contractor's quality control manager stated that in-house procedures were in use in their engineering group, but that these procedures had yet to be reviewed and approved. The licensee representative at the exit interview stated that procedural requirements for electrical onsite design activities would be determined and the necessary procedures established to control these activities. This matter will be examined during future inspections.

Welding The inspector examined the electrical contractor's welding procedures.
It was not clear from the procedures which code editions applied to
welding performed at Marble Hill.
Procedure CWP-C8A, " Welding Procedure (General)", states that American Welding Society (AWS) Code D.1.1 latest edition will be used. Procedure CWP-C8B, " Welder Qualifications", re-ferences AWS D.1.1-1977.
Procedures CVP-C8D, " Welding Procedure (CS-1)"
and CWP-C8H, " Welding Procedure (CS-2)" both reference the AWS D.1.1-1979 as being applicable.
Licensee representatives at the exit interview stated that procedures would be changed to reflect code commitments in the facility Safety Analysis Report. This matter is unresolved (50-546/80-33-02; 50-547/80-33-02).
No items of noncompliance or deviations were identified in this area.
4.
Quality Assurance Program The inspectors observations and reviews of procedural controls established by the licensee and his electrical contractor, except for the unresolved items mentioned in this report, indicate that the electrical quality assurance program is now adequate in the areas of receipt inspection; storage handling and issuing materials, training and qualification of inspection personnel, and installation and inspection of Class IE electrical systems at Marble Hill.

Exit Interview
.
The inspector met with licensee representatives (denoted under Persons Contacted) and the NRC Resident Inspector at the conclusion of the inspection on September 12, 1980. The inspector summarized the scope and findings of the inspection. The licensee acknowledged the findings as stated.
