Enclosed is NRC Inspection Report N 50-415/88-24;

-446/88 21, dated June 23, 1988. Among others, this port speci y addresses the issues regarding the CPSES Unit.1 primary s

ydrostatic testing ratsad by your memorandum to me dated Sept *nber 4,1987.

The enclosed report documents a joint inspection of this matter conducted by NRC-OSP and the ASME Jurisdiction (Chief Inspector. Texas Departinent of Labor and Standards).

As a result of this inspection activity, unresolved item No. 445/8507-07; 446/8505-09; and related issues as discussed in your September 4,1987 memorandum are now closed. Concerns raised by the subject unresolved mattar have been escalated to two items of potential violation and one significant unresolved matter as detailed in the enclosed report. The resolution of these issues will be addressed in subsequent NRC inspection reports. We will notify you upon their issuance.
