SUBJECT:

CLOSURE OF CPRRG RECOMMENDATION 69 The subject recomendation resulted from a sf stement mado in NUREG-1257, Appendix B. Section 1.7.9, Recomendations Regarding NRC Guidance. The statement was:

"Consideration should be given to simplifying NC 0400 and MC 0610 regarding how to develop and document violations of 10 CFR 50, ,

Appendix B Critoria. The need to evaluate ufety significance and all pertinent aspects of the licensee's quality assurance program may need to be emphasized."

OSP was tasked with addressing the last part of this recomendation.

The recomendation appites to staff assigned to do inspections at Comanche Peak and reans that inspectors should give careful consideration to the safety significance of an issue when pursuing and documenting noncompliances with 10 CFR Part 50, Appendix B.

Since the assignment of Bob Warnick as Assistant Director for Reactor Programs last sumer, Bob has repeatedly emphasized this point during his review of

nspection reports and weekly staff briefings. Bob has also discussed with the site staff the recently issued (December 1987) NRC Inspection Manual Chapter 0610. "Inspection Reports." These actions, as well as the several meetings held at tne site between senior CSP ransgemcnt and site

clearly satisfied this recomendation. On this basis, I have instructed Bob Warnick to identify the status of CPRRG recomendation 69 as complete.
