Emergency Plan and Implementing Procedures (82701-02.01)

The NRC inspector determined that changes to the emergency olan and

procedures were not being implemented at this time, except for training purposes.

The NRC inspector toured the control room and noted that it was being

modified.

An island was being constructed in order to relocate

,

j communications, the Safety Parameter Display System terminal, and dose assessment equipment.

l The NRC inspector also noted that the Technical' Support Center (TSC) was

!

undergoing extensive rebuilding and reconstruction of the ventilation

'

i system. As a consequence of the above changes, equipment related to l

j einergency response in the TSC was temporarily unusable.

L The NRC inspector determined that the licensee was planning to move the-

!

i Operational Support Center to a location adjacent to the health physics access control area.

Finally, the NRC inspector noted that the Emergency Operations Center was undergoing a design modification to provide an uninterruptable power supply consisting of batteries and a back-up power supply consisting of an independent power line.

The NRC inspector concluded that the licensee needed to complete the alteraticas, repair, and up grading of Emergency Response Facilities in order to reach an adequate level of emergency preparedness readiness.

No violations or deviations were identified in this area.

5.

Organization aid Management Control (82701-02.03)

The NRC inspector interviewed several members of the emorgency preparedness organization staff who maintain the emergency preparedness program.

The NRC inspector noted that the staff's academic backgraur.ds and experience were satisfactory.

The NRC inspector also noted that there was an undergoing program to attend course), conferences, and exercises to

maintain the staff abreast of new developments.

No violations or deviations were identified in this area.

6.

Training (82701-02.04)

The NRC inspector noted that emergency response trainine d not been

ompleted.

Only 40 percent of required training was cow, eted.

The licensee is presently developing revised emergency preparedness implemeistation procedures that will be used in training, but will not be of a didactic nature.

The licensee has the intention of performing retraining according to the new procedures immediately after procedures are reviewed, revised, and approved.

No violations or deviations were identified in this area.

7.

Independent Audits (82701-02.05)

The NRC inspector reviewed the 1987 Quality Assurance Audit (QAA),

performed on December 1987, and found that auditors identified a number of findings.

The severity and diversity indicated that the auditors were objective and thorough.

Tt.e results and conclusion of the audit is consistent with the results of this inspection.

No violation, or Jeviations were identified in this area.

' NRC Inspector Observations

The NRC inspector discussed the'following observations with the licensee

These observations are neither violations nor unresolved items. They.were identified for licensee consideration, but they.have no. specific regulatory requirement.

The licensee indicated that these items-would be considered.
