Licensee Action on Previous Enforcement Matters (Closed) Deviation Item (424/86-64-05 and 425/86-30-01), QA Program for Fire Protection Systems Installation Does Not Meet NRC Branch Technical Position CHEB 9.5.1.
Subsequent to the July 21-25, 1986 NRC inspection, Georgia Power Company (GPC) conducted an extensive evaluation of the fire protection QA program including implementing procedures and verifications documentation as being implemented in actual practice.
The results of the licensee's evaluation were summarized in their (GPC) letter to NRC Region II, Mr. Virgil Brownlee, dated September 25, 1986.
Additional documentation of the review was provided in a " Fire Protection Quality Assurance Program Evolution" report
,
dated September 12, 1986, which was reviewed by the inspector.
The inspector also reviewed the results of the licensee's re-inspection of three-hour rated plaster walls; and licensee inspections of structural steel fireproofing and seismic gap fire seals.
In addition, construction procedures CD-T-27 Installation of Seismic Gap Filler, and CD-T-29, Installation of Fire Rated Metal Stud and Plaster Walls have been revised to include documented independent surveillance and inspection of futurc installations.
These licensee actions provide assurance that the fire

protection QA programs are being implemented onsite in a more vigorous manner, therefore, this item is considered closed.

Area Turnover Based on this review, it appears that the above procedures meet the NRC Guidelines of NUREG-0800, Section 9.5.1, " Standard Review Plan-Fire Protection Program," and the licensee's commitments in Section 98 of the Vogtle FSAR.

Area Turnovers Section 5.25 of procedure SUM-26 (Area Turnover) specifies that the plant Fire Protection Engineer or his representative will walkdown each area prior to turnover to ensure that all fire items are in compliance with National Fire Protection Association (NFPA); FSAR commitments, design documents, or that incomplete items are identified on the Area Punchlist.

list, (FP-13), to aid in the fire protection walkdown and provides guidelines and documentation for the review.

The operation's organization walkdown checklists identified numerous fire protection items which were not complete within the plant areas scheduled to be turned over to the operations organization.
At the time of this inspection, none of the plant areas reviewed had been accepted by plant operations for operational turnover.
The inspector expressed concern that a large number of fire watches may be required to provide compensatory measures for these numerous incomplete fire protection items at fuel load.

the plant fire detection system noted that, the testing of the local
. fire detection panels (LZIPs) did not include testing of an abnormal
condition of a single ground fault on the detection fire zone' wiring.

. The fire detection system is designed to Class A supervised require-i ments of NFPA Standard 72D-1975.
This Standard requires that the
supervisory circuits annunciate a " trouble" alarm for both a single i
open and single ground fault in the signal wiring circuitry.
The failure to provide testing of the ground fault supervisory circuit is identified as Inspector Followup Item (424/86-124-02), Abnormal Single

Ground Fault Condition Test Requirements to be Incorporated into Fire

The licensee completed a procedure review on October 22, 1986, to L

all discrepancies will be corrected by currently in-process procedure revisions by December 15, 1986.

these revisions which appear adequate to assure a consistent approach i
to control of combustibles in safety-related plant areas.

(Closed) IFI (424/86-55-04), Verification of Corrective Actions for Fire Protection QA Audit Open Items The licensee's QA audits had identified several fire protection program discrepancies and unresolved items, and recommended several program improvements.
At the time of this inspection, the licensee had either implemented the corrective actions associated with these audit findings or a scheduled date for completion of the correction actions had been established.
The licensee appears to be taking the appropriate corrective actions on these findings.

(Closed) IFI (424/86-64-02), Incomplete Fire Brigade Equipment Inventory and Fire Brigade Response Assembly Area The licensee has provided a fire brigade response assembly area outside the main control room in the control building level 1 where lockers are placed to store the fire brigade equipment.
This equipment is inspected visually on a monthly basis in accordance with plant maintenance procedure 92405-C, Fire Brigade Equipment.
The inspector reviewed completed inspection completion sheets for August 27, September 23, and October 18, 1986, and performed a visual inspection of the area and lockers.
Based upon this review this item is closed.

(Closed) IFI (424/86-64-08), NRC Verification of Fire Protection Finalization Program Procedure Revision and Procedure Implementation The licensee indicated that the 18 inspection procedure attachments of the finalization program have been completed and all fire protection corrective actions have been encoded onto the plant Master Tracking System as Fire Protection Action Items and assigned to a responsible licensee organization.
These items are subject to diposition during plant area turnovers where additional fire protection walkdowns are conducted.
This process assures that fire protection feature discrepancies are identified and their status is tracked prior to area turnover to the operations organization. Therefore, this item is closed.
(0 pen) - IFI (424/86-64-03), Prefire Plans Fail to Properly Identify Adequate Fire Brigade Strategies.
The licensee has committed to prepare Fire Fighting Prefire Plan revisions to incorporate upgrading comments by both the NRC and the GPC Quality Assurance organization.
The licensee has developed a schedule for completion of these revisions in an order of 16 groups.
Group one is scheduled to be completed by December 8,1986, with remaining groups to be completed at the rate of one plan group per week.

The licensee stated that a reassessment of the prefire plan completion schedule is required to support fuel load.
