Verification of As-Builts (Module 37051)
This inspection was conducted to verify by sampling that current design and construction drawings / specifications reflect the as-built condition of the plant and that changes from the original design were properly reviewed and approved.
A similar inspection was conducted as a part of the Region II evaluation of Readiness Review Appendix 21E, Material Control (Reference : NRC Inspection Report No. 50-424/86-04).
In order to properly complete this inspection the inspectors decided to select a system / systems which had been N-stamped and turned over to nuclear operations such that all work / inspections had been completed on the system. This would reflect a true picture of the final as-built condition.
Investigation into this area determined that eight systems had been stamped, and turned over. The most critical safety system, Hydrogen Monitoring, was then selected from the list of eight turned over systems for inspection.

Hydrogen Monitoring System:
The Hydrogen Monitoring system is a relatively simple system the purpose of which is to provide information to plant operators on the con:entrations of hydrogen in the containment atmosphere during normal operations and following a postulated accident. The system is inactive during normal plant operations with the containment isolation valves in the closed position.
When information on containment hydrogen con-centration is needed/ desired plant operators activate this system to obtain the required information.
The system consists of two indepen-dent safety trains each consisting of 3/4" and 3/8" stainless steel piping, several globe valves, several solenoid operated valves, fittings, and a hydrogen monitor.

Governing Procedures:
The following procedures were reviewed during this inspection to verify that the licensee has adequate controls over drawings, change requests, and also to verify that the Hydrogen Monitoring System was properly classified in accordance with the American American Society of Mechanical Engineeres (ASME) Boiler and Pressure Vessel code and the Code of Federal Regulations:

Piping / Structural System As-Built Review:
Inspection of the Hydrogen Monitoring System piping was conducted in two phases.
First, a general walkdown of the entire system was performed in accordance with Piping and Instrumentation Drawing IX4DB213-2 (Rev. 7).
This general walkdown verified that the piping had been installed, valves were located in the proper places, flow direction on valves was correct, the hydrogen monitors had been installed, and the piping penetrated the containment at the required locations.
Flow direction on valves outside containment could not be verified due to installed lagging.
Second, a detailed walkdown inspection of the portion of the system built to isometric Dwg 1J4-1513-002-01 (Rev. 4) was conducted. The details of this inspection were accomplished as follows:
(1) Piping size, location, configuration, and physical dimensions were verified to be in accordance with the isometric.
(2) The location and size of all fittings was verified to the drawing.
(3) The type, location, identification, flow direction, and operational orientation of all valves was checked.
(4) All weld joint numbers (etched on the piping) were compared to the drawing requirements.
(5) The heat nunibers for all installed materials were recorded.
(6) The In-Process Work Sheets included in the N5 certification package for this isometric were reviewed to assure that documen-tation is on file which verifies correct material installation (Ref: Dwg AX4DR001).
This review also verified adequate material traceability in accordance with 10 CFR 50 Appendix B.
The work sheets were also reviewed to verify that proper Nondestructive Testing (NDT) had been accomplished on all weld joints in accordance with ASME code requirements.
(7) The Certified Mill Test Reports (CMTRs) for all material installed in accordance with the isometric were reviewed to verify that they met purchase order requirements.
The CMTRs were also reviewed against ASME code requirements to verify that chemicals, j
physicals, etc. were in accordance with the code.

(8) The piping supports on this portion of the system were checked for location and configuration in accordance with the applicable design drawings.

Electrical System As-Built Review:
The Hydrogen Monitoring System includes nine solenoid operated containment isolation valves. Two of these valves, HV2790A and HV27908, were selected for the electrical portion of this inspection.
At the request of the inspectors, licensee personnel removed the electrical covers from the valves so that the electrical terminations for the valves could be verified to be in accordance with drawing / termination card requirements.
This inspection noted that the terminations at the valves were not in accordance with the termination cards.
However, a field change request was fcund which properly documented the existing terminations.
Additionally, the first connection box toward the power source for each valve was opened by the licensee and inspected by the inspectors.

Conclusion:
Based on the scope of this inspection, it was concluded that Georgia i
Power Company (GPC) has adequate control over work to assure that equipment is installed in accordance with applicable design drawings
for the system that was reviewed.
No deviations or violations were noted during this inspection.
