In addition tc the above technical and supervisory personnel, the inspector held discussions with various operations, construction, engineering, technical support and administrative members of the licensee's staff.

2.

Plant Status Construction of the Waterford SES site is approximately 83% complete The current LP&L schedule calls for loading fuel during October 1982.

3.

Operational Staffing The purpose of this inspection effort was to review the present status of operational staffing and training.

Middla South Services (MSS), a subsidiary of Middle South Utilities of which LP&L is a member company, provides fuel management, quality assurance and other consultation service to LP&L.

In addition, MSS will provide a permanent nonvoting representative to LP&L's Safety Review Committee.

During this inspection period the inspector began a review of MSS organizational structure as described in the FSAR and discussed the current involvement of MSS in QA and nuclear activities at Waterford-3 and Arkansas Nuclear One.

No items of noncompliance or deviations were identified.

4.

Preoperational Test Program The purpose of this inspection effort was to observe the licensee's administrative controls over the test program.

The inspector attended various meetings and discussed the details of the startup test program with engineers, operators and supervisory personnel.

During the course of reviewing the overall preoperational test program, several licensee representatives pointed out that non-safety systems and systems with low safety significance were to be reviewed and tested in a manner similar in most respects to safety systems.

The inspector reviewed the Turbine Lube Oil Flush procedure and witnessed portions of the lube oil flush.

The purpose of this inspection effort was to identify administrative, procedural and technical deficiencies and to discuss

findings with members of the startup group.

These discussions were intended to aid in the development of safety-related procedures which are currently going through the review process.

The inspector identified several weaknesses in procedural and administrative controls and discussed his findings with the Lead Startup Engineer.

As a result of these discussions the licensee delayed the flush in order to establish better controls over the test.

5.

Plant Tours During the course of the inspection the IE inspector toured the Reactor Building, Fuel Handling Building, Turbine Building and the Auxiliary Building to observe ongoing construction activities.

No violations or deviations were noted.

6.

Exit Interview The inspector met with the Plant Manager several times during the course of the inspection.
