Inspection on January 16-18, 1980 (Report No. 50-382/80-01 Areas Inspected: Routine, unannounced inspection of:
(1) Operational Staffing; and (2) Overall Preoperational Test Program.
The inspection involved seventeen (17) hours on-site by one NRC inspector.
Results:
No items of noncompliance or deviation were noted in the areas inspected.

In addition to the above technical and supervisory personnel, the inspector held discussions with various operations, construction, engineering, technical support and administrative members of the licensee's staff.
2.
Plant Status Construction of the Waterford SES 3 site is approximately 75% complete.
During the course of the inspection the IE inspector observed the Corc Support Barrel placement activities and toured the Reactor Building and the Auxiliary Building tv observe the status of construction progress.

3.
Operational Staffing The purpose of this inspection effort is to verify that minimum education, experience, qualification requirements will be satisfied prior to fuel loading for the operational staff.
The inspector reviewed facility records and held discussions with members of the operational organization.
No items of noncompliance or deviations were ident fied.
4.
Overall Preoperational Test Program The purpose of this inspection effort is to review the licensee's planning and administrative controls that have been established to ensure the proper conduct of preoperational tests.
The inspector held discussions with one startup engineer to review the licensee's procedure for system release, turnover and preoperational testing.
As part of this effort the inspector toured the recently

released station DC power supply and discussed problems encountered and criteria for system release.
The inspector noted that a styrofoam like material between the cells of the battery might be flamable.
A later test of a small piece of this material indicated it would burn.
The startup engineer indicated that he would review this issue to determine appropriate corrective action.
This matter is unresolved (8001-1).
No items of noncompliance or deviations were noted.

Unresolved Items Unresolved items are matters about which more information is required to ascertain whether they are acceptable, items of noncompliance or deviations. The following unresolved item was identified during this inspection.

Exit Interview The inspector met with the Plant Manager at the conclusion of the inspection.
The scope of the inspection and the findings were discussed.
