Inspection Sununary; Inspection on September 23-26,1980 (Report No. 50-382/80-27)
Areas Inspected: Routine, unannounced inspection of construction activities related to electrical cable installation, including receiving, qualification, and installation documentation and records. The inspection involved fif ty-four inspector-hours by two NRC inspectors.

2.
Site Tour The IE inspectors walked through the Reactor and Auxiliary Buildings to observe construction activities in progress and to inspect for housekeeping.
No items of noncompliance or deviations were identified.
3.
Electrical Cables and Terminations The IE inspectors reviewed the cable pull cards, termination cards, inspector reports and receiving records of Fischbach and Moore (F&M)
for forty cables.
The following documents were revim-d by the IE inspectors for complete-ness and compliance with appropritte F&M procedures and FSAR commitments:

The above RICs' are for reels of cable and therefore include documentation for all cables pulled from a given reel.
The IE inspectors reviewed in detail the cable pulling check list and termination check list for forty of the cables covered under tha above listed RICs.
No items of noncompliance or deviations were identified-4.
Follow-Up on Report Deficiency 10 CFR 50.55(e) Anaconda Conduit The IE inspectors discussed with the licensee the status of the cover failure on the Anaconda flexible liquid tight wiring conduit reported to the NRC on August 1,1980. The IE inspectors also reviewed the Anaconda report dated August 29, 1980, along with Anaconda Technical Data Report 3727 and attachments. The IE inspectors had observed cracked coverings on the conduit in the plant which were similar to that discussed in the Anaconda report, and had observed coverings that were cracked in the shipping Boxes that the conduit was originally shipped in.
The cracked covering in the storage yard was not addressed in the Anaconda Report; however, it is of the same type reported by the licensee and will be included in his analysis and corrective action.
The licensee is to submit his final report on this reportable deficiency by September 30, 1980.
5.
Exit Interview The IE inspectors met with licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on September 26, 1980, and summarized the purpose, scope and findings of the inspection.
