Areas Inspected:
Routine, unannounced inspection of licensee actions on an Immediate Action Letter. The inspection involved twenty-four inspector-hours by one NRC inspector.
Results: No items of noncompliance or deviations were identified.

Immediate Action Letter Follow Up The IE inspector reviewed the corrective actions taken by LP&L, Ebasco and NISCO to complete the prerequisites specified in the NRC letter dated May 9, 1980, as they apply to the limited work release referred to in NRC letter dated June 11, 1980, for the installation of the "A" and "B" stops by NISCO.
The LP&L audit team has completed the evaluation of NISCO's quality program and program implementation and issued Audit Report W3S 80-25 on May 27, 1980.
The remainder of the audit identified additional deficiencies in several other areas, the most significant of which were problems associated with NISCO's control of drawings and approved Ebasco design changes; i.e.,
FCRs and DCNs.
Corrective action plans for these items have been defined and made a part of the overall corrective action plan responding to Audit W3S 80-25.
All FCRs and DCNs applicable to the installation of the "A" and "B" stops have been identified in NISCO letter GC 3015-421 dated June 6, 1980, and recorded on the appropriate Process Control Sheet (PCS).
Quality personnel training and qualification requirements have been reviewed and retraining has been completed for the quality personnel designated in NISCO letter GC 3015-421 for restart associated with instal-lation of the "A" and "B" stops. The quality personnel training and qualification deficiencies identified in Audit W3S 80-25 have been evaluated for impact on previous work associated with installation of "A" and "B" stops and no deficiencies were identified.

restart of quality related work have been reindoctrinated to assure compliance with all quality related procedures.
A review board consisting of NISCO, Ebasco and LP&L personnel was established and has completed a review of all NISCO procedures applicable to instal-lation of the "A" and "B" stops.
The cleanliness zone boundaries within NISCO's scope of work have been redefined in an Ebasco letter dated May 13, 1980.

The IE inspector determined that the prerequisites applicable to the limited work release have been adequately completed to permit restart of the specified activities.
During the inspection, Ebasco identified requirements in Section 6 of the NISCO QA Manual, Waterford Addenda which should have been incorporated into NISCO Process Control Procedure ES-147.
For example, ES 147 does not include the requirement of QA Manual, paragraph 6.8.1 to record the Procedure Revision Number at the time of performance of the Code operation or test.
The IE inspector was informed that ES-147 would be revised to incorporate these requirements and to clarify the first sequence specified on the PCS to include all RIRs applicable to the PCS prior to restart.
This is considered an unresolved item pending review of the revised procedure.
No items of noncompliance or deviations were identified.

Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, items of noncompliance, or deviations.
An unresolved item related to procedure ES 147 is discussed in paragraph 2.

Exit Interview The IE inspector met with licensee representatives (denoted in paragraph 1)
on June 13, 1980, and summarized the purpose, scope and findings of the inspection.
