Inspection Summary Inspection on April 29 - May 1, 1980 (Report No. 50-382/80-11)
Areas Inspected:
Routine, unannounced inspection of:
(1) Operational Staffing; and (2) Overall Preoperational Test Program.
The inspection involved fifteen (15) hours on-site by one NRC inspector.
Results: No items of noncompliance or deviations were noted in the areas inspected.

In addition to the above technical and supervisory personnel, the inspector held discussions with various operations, construction, engineering, technical support and administrative members of the licensee's staff.

Plant Status Construction of the Waterford SES 3 site is approximately 80% complete.
During the course of the inspection the IE inspector toured the Reactor Building and the Auxiliary Building to observe the status of construction progress.
No items of noncompliance or deviations were noted.
3.
Operational Staffing

The purpose of this inspection effort was to ascertain the present status of operational staffing and training. The inspector held discussions with various members of the licensee's staff.
It was learned that LP&L had recently hired approximately 16 additional individuals who are to be trained as reactor operators. The licensee was making plans to begin cold licensing training. The inspector observed that although the licensee's operational staff has had extensive nuclear experience in the Navy, that they have very little experience with large commercial nuclear reactors.
The training to upgrade this area will be reviewed during a future inspection.

Preoperational Test Program l
The purpose of this inspection effort was to review the present j
status of system turnover to the LP&L Startup Group.
The inspector

reviewed the construction Progress Report and discussed ongoing activities with members of the Startup Group. A stop work order had been issued on the startup group's Document Control section in early March which had a significant affect on the group's activities.

The inspector held discussions with members of the Startup Group staff regarding their FSAR Chapter 14 committment to Regulatory Guide 1.68, Revision O.
Based on official questions received from NRR, the licensee felt that NRC intended to apply Regulatory Guide 1.68, Revision 2, to Waterford. The inspector discussed the issues and recommended that the licensee contact NRR in order to resolve the issue.
No items of noncompliance or deviations were noted.

Exit Interview-The inspector met with the Plant Manager at the conclusion of the inspection.
The scope of the inspection and the findings were discussed.
