Inspection Summary Inspection on January 26-29, and February 9-12, 1982 (Report No. 50-373/82-04 (DETP))

Areas Inspected:

Routine, announced inspection to review preoperational test results, startup test procedures, and previous items of noncompliance and open items. The inspection involved 73 inspector-hours onsite by four NRC inspectors including 12 inspector-hours onsite during offshifts.

Results: Of the four areas inspected, no items of noncompliance were identified.

Licensee Action on Previous Inspection Findings (Closed) Open Item (373/81-20-15): Refurbishing air start motors at least every 50 starts. The inspector verified that station procedures LOS-DG-M1, LOS-DG-M2, LOS-DG-M3, LOP-DG-03, LOP-DG-06, and LOP-DG-09 had been revised to require that the Diesel Generator Start Log be kept.

(Closed) Noncompliance (373/81-20-18): Failure to identify in a nonconformance or deficiency report the installation of a diesel generator watt meter with incorrect calibration units. The inspector verified that the licensee took the corrective action stated in his letter (L. O. De1 George to J. G. Keppler) dated September 21, 1981.

This item was erroneously identified in Report 50-373/81-43 as item 373/81-20-19.

(Closed) Noncompliance (373/81-20-19): Failure to perform a proper calibration and to record the results obtained, and failure by the Test Engineer to verily the availability of the calibration data.

The inspector verified that the licensee took the corrective action stated in his letter (L. O. De1 George to J. G. Keppler) dated September 21, 1981. This item was erroneously omitted from Report No. 50-373/81-43.

(Closed) Noncompliance (373/81-28-01C): Failure to correctly specify the torque switch settings for safety related valves. The licensee was able to provide the required documentation (a retest to PT-VP-101, Primary Containment Vent and Purge) to show that valve IVQ 043's torque switch setting had been correctly set.

In response to this item, the licensee has initiated additional augmented reviews and evaluations of preoperational test results. Additional reviews of selected tests by independent personnel have been implemented.

(Closed) Noncompliance (373/81-28-10): Failure to establish adequate measures to control the use of the " Motor Operator Data" (MOD) Book which prescribes activities affecting quality. The inspector verified that the MOD Book had been updated to include the missing valves and verified that the torque switch settings utilized and recorded in

preoperational tests PT-VP-102 and PT-VP-202 were compatible with those in the MOD Book.

In addition, the inspector verified that LEP-GM-102 has been revised to provide an acceptable mechanism for identification of incorrect values in the MOD Book, as committed to in the licensee's response (C. Reed letter to J. Keppler dated December 16, 1981) to Report No. 50-373/81-28. The licensee has also reviewed the MOD Book and verified that all safety related valves are now listed in it.

(Closed) Open Item (373/81-28-21): Control room air flow through all personnel access points. The inspector reviewed revision 11 of PT-VC-101, Control Room HVAC, and verified that the FSAR requirement to verify air flow through all personnel access points is out leakage

rather than in leakage has been incorporated.

(Closed) Open Item (373/81-28-22): Vibration of branch piping greater than two inches in diameter. Region III technical inspectors have reviewed the FSAR requirements against the requirements of PT-SI-102, Vibration Monitoring regarding inspection of branch piping and consider that the licensee's procedure is adequate to meet the intent of the FSAR.

(Closed) Open Item (373/81-28-24): Vendors comments not incorporated into RCIC procedure. The inspector verified that the licensee had incorporated GE's comments into STP-14, RCIC.

(Closed) Open Item (373/81-43-01): Acceptance of jet pump diffuser measured vibration. Region III technical inspectors have reviewed the measured data, FSAR acceptance criteria, licensee evaluation and GE review and have determined that the data and evaluation in question appear to be acceptable.

(Open) Unresolved Item (373/81-43-06): Stop valve and control valve closure times. The inspector reviewed the stop valve (SV) and control valve (CV) closure items, and associated time traces, recorded in SD-EH-101A, Turbine Electrohydraulic Control System, and GE's analysis

of the closure times and noted that in GE's analysis that the SV closure time was analyzed to be 0.085 sec. and the CV closure time was 0.065 sec.

FSAR section 15.2.2A specifies a closure time of 0.07 sec. (full stroke time of 0.15 sec.) for the CV's in the generator load reject transient analysis and section 15.2.3 specifies a closure time of 0.10 sec. for the SV's in the turbine trip with failure of bypass valves transient analysis. GE has stated that the times listed in their analysis are not full stroke closure times, but only a portion of the full stroke closure time and that the analysis that was performed was from the viewpoint of turbine safety, and not nuclear system safety.

The licensee has committed to performing a special test to verify that the closure times of the CV's and SV's are greater than the times used

In the FSAR's transient analysis. This item remains unresolved pending completion of the licensee's testing and review of the results by the inspector.

3.

Preoperational Test Results Review The inspectors reviewed the results of the following test procedures against the prescribed acceptance criteria.

In addition, the licensee's test evaluation was reviewed for adequacy. These procedures were found satisfactory unless otherwise noted. Deficiencies which remain unresolved must be reviewed by QA prior to system release for operation.

At that time, all items which must be corrected prior to fuel load will be identified.

4.

Review of Startup Program Test Procedures The following startup program test procedures were reviewed and found to meet the requirements of the FSAR, SER, Regulatory Guide 1.68, and the licensee's QA Hanual unless otherwise noted:

Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, items of noncompliance, or deviations. Unresolved items disclosed during the inspection are discussed in Paragraph 2.

6.

Exit Interview The inspectors met with licensee representatives (denoted in Paragraph 1)

on February 11, 1982. The inspectors summarized the scope and findings of the inspection. A followup telephone call was made on February 16, 1982 to Mr. R. Bishop to summarize additional findings that occurred between the time of the exit on February 11, 1982 and the end of the inspection period on February 12, 1982.
