Facilities Radiation Protection Section Inspection Summary Inspection on February 16-17, 1982 (Report No. 50-373/82-09(DETP))
Areas Inspected: Routine, unannounced preoperational inspection of radia-tion protection procedures, open items, and systems demonstrations and tests.
The inspection involved 11 inspector-hours onsite by one NRC inspector.
Results: No items of noncompliance or deviations were identified.

General This preoperational inspection, which began at 9:30 a.m. on February 16, 1982, was conducted to examine radiation protection proc.c.ures, open items, and progress made on certain systems demonstrations and tests.
The inspector also attended site-specific training and went through the badging process.
3.
Radiation Protection Procedures The inspector reviewed the following new or recently revised radiation protection procedures. They appear to be compatible with regulatory requirements and FSAR commitments.

The following licensee response to an open inspection item was reviewed during the inspection.

Concerning the need for a management controlled audit of activities associated with packaging and shipping of radioactive materials.
In response to this open item, an audit was

performed by the corporate RWMS Group in late 1981. By memorandum dated December 15, 1981, the RWMS Group Leader recommended that certain existing procedures be altered and additional procedures be generated.
In response to the recommendations, the licensee made draft revisions to certain existing procedures and drafted additional procedures. The inspector reviewed the drafts of the following procedures. No significant problems were noted.

Preoperational Systems Demonstration The demonstration package for SD-CM-101 "HRSS Containment Air Sampling System" (CASS) was reviewed, and the inspector observed an operability demonstration. CASS is included in the high range sampling system that was designed by the Sentry Equipment Company.
Several' deficiencies were noted by the licensee during testing, including heat tracing not being installed before the demonstration.
The deficiencies, which do not appear to affect the test results, have been incorporated in special test procedures which will be tracked by the licensee's deficiency status report system. This demonstration will not be closed until future review of completed special test indicate that 'he CASS is totally operational.
t The licensee found that the five cubic centimeter gas sample, that the CASS is designed to collect, is physically difficult to work with in performing radioisotopic analysis. The licensee has on order a partitioning unit to replace the gas sample. The partitioning unit is designed to collect separate particulate, lodine, and noble gas samples which can be transported to the laboratory where the unit can be dis-assembled to facilitate separate analysis.
Inspector review of completed special tests and testing of the parti-tioning unit will be performed during a future inspection.
6.
Preoperational Test The test package for PT-CM-102 " Post Accident Primary Containment Monitoring System" was reviewed. Testing of the containment hydrogen and oxygen analyzers has been completed. No significant problems were noted during the inspector's review of the completed tests.
Preopera-tional testing of the Drywell High Range Gross Gamma Radiation Monitor, which is part of this test package, has not been completed. Completion has been delayed pending delivery of a calibrator.
This matter remains open pending testing of the drywell monitor and inspector review of the completed test package.
