Inspection Summary Inspection on March 16-19, and 22-26, 1982 (Report No. 50-373/82-14(DETP))

Areas Inspected: Routine, announced inspection to review preoperational test results, deficiency categorization and disposition, and previous open items.

The inspection involved 152 inspector-hours onsite by four NRC inrpectors including 10 inspector-hours during offshifts.

Results: Of the three areas inspected, no items of noncompliance were identified.

Licensee Action on Previous Inspection Findings (Closed) Unresolved Item (373/81-28-05): Air compressor capacity evaluation. The licensee has obtained the air compressor curves from the vendor and utilizing these has been able to extrapolate the test data to show that the air compressors exceed the required 1750 scfm at 115 psig discharge pressure specified in the FSAR.

The inspector found that during the licensee's evaluation of this test, the licensee failed to note that the acceptance criteria for the air compressor had not been met, therefore this is considered an item of noncompliance. However, since items of a similar nature (lack of adequate test result evaluation) were identified in a previous inspec-tion report (373/81-28) and the corrective action to prevent recurrence had not been implemented at the time this test was completed, but has since been implemented, this item is considered closed.

(Closed) Open Item (373/81-28-20): Unresolved deficiencies, Rod Worth Minimizer. The inspector reviewed all outstanding deficiencies for proper categorization (disposition required prior to fuel load, initial criticality, etc.) and reviewed deficiencies closed since the preopera-tional test results review to ensure that they were properly closed and dispositioned.

(Closed) Open Item (373/81-43-02): Unresolved deficiencies, Confirmatory Vibration Tests and Inspections. The inspector reviewed all outstanding deficiencies for proper categorization (disposition required prior to fuel load, initial criticality, etc.) and reviewed deficiencies closed since the properational test results review to ensure that they were properly closed and dispositioned.

Preoperational Test Results Review The inspectors reviewed the results of the following test procedures against the prescribed acceptance criteria.

In addition, the licensee's test evaluation was reviewed for adequacy. These procedures were found satisfactory unless otherwise noted. Deficiencies which remain unresolved must be reviewed by QA prior to system release for operation. At that time, all items which must be corrected prior to fuel loading will be identified.

PT-RR-101, Reactor Recirculation and Recirculation Flow Control Preoperational Test. The inspector has completed his review of this test and is resolving his comments with the test engineer.

PT-RP-101, Reactor Protection System Preoperational Test.

e.

PT-VG-101, Standby Gas Treatment System Preoperational Test.

This test is currently under review.

4.

Exit Interview The inspectors met with licensee representatives (denoted in Paragraph 1)

on March 26, 1982. The inspectors summarized the scope and findings of the inspection.
