Thank you for your letter dated April 28, 1982, informing us of the steps you have taken to correct the noncompliance which we brought to your attention in Inspection Report No. 50-373/82-10 forwarded by our letter ~

dated March 31, 198 With regards to your response to Item 1, we must reemphasize that all measurements taken during testing to determine conformance to technical requireme'is must be done using calibrated equipmen CFR 50 Appendix B, Criterion XI requires that adequate test instrumentation be use Criterion XII requires that measuring devices be calibrated to maintain accuracy within necessary limits. ANSI N45.2.8-1975 requires that test equipment used to verify compliance with specifications be adjusted and calibrated at predetermined interval IEEE Std 498-2975 requires cali-bration of test equipment used to assure that important parts of nuclear stations are in conformance with technical requirements, and that data provided by testing are valid. It also defines accuracy as the quality of freedom from mistake or error. Therefore, we do not agree with.your position that containment isolation valve timing tests can be performed with an uncalibrated stopwatc Regarding MSIV timing, we have reviewed your FSAR and do not see where in your accident analysis you have included the 1 sec accuracy to the required minimum and maximum closure times. Because we feel that addi-tional accuracy is required for MSIV closure time, we are requesting NRC HQ for an interpretation of the regulations on this issu As discussed with Mr. R. Bishop of your staff and Mr. I. Jackiw of our office on May 25, 1982, we understand that you will take the following additional actions: Include timing devices in the measuring and test program, Implement controls to accomplish this by August 1, 1982.
