Licensee Action on Previously Identified Items (Closed) Noncompliance Item (50-373/81-48-01C): Revisions to
-
structural drawings, as identified on numerous FCR's, have not been correctly incorporated onto subsequent revisions of drawings. The l
Inspector reviewed drawing numbers, S-1353, Revision H, dated 2-5-82;
'
S-1354, Revision H, dated 3-31-82; and S-1360, Revision F, dated 2-5-82, which have been revised to incorporate the discrepancies that the inspector found. Personnel involved with the preparation and review of the design drawings have been instructed to exercise more caution in the future in preparation of these important design documents.
i j
(Closed) Noncompliance Item (50-373/81-48-04A): High strength bolting is not being performed to adequately documented instructions.
The inspector reviewed Walsh Procedure Number QCP-14, Revision 6, dated 3-31-82, Section 7.3 which states in part "all bolts which require jam nuts will be torqued to a valve which will result in a bolt tension of between five and ten kips. The torque required to achieve this tension will be established daily through the use of the Skidmore-Wilhelm Calibrator." The licensee also performed a reinspec-tion of all bolts in the drywell to these requirements (See unresolved item 81-48-06).
l (Closed) Noncompliance Item (50-373/81-48-05): Controlled, documented and approved procedures for bolting inspection were not available.
The inspector viewed Conam Procedure, Number QCP-15-SB, Revision 2, dated 1-14-82, Section 7.0 which requires the proper inspection for the slotted connections. The licensee also performed a reinspection of all bolts in the drywell to these requirements (See unresolved item 81-48-06).
(Closed) Unresolved Item (50-373/81-48-06): To review the commitment by licensee to re-iaspect 100% of bolts in the drywell. The inspector reviewed bolting reports in "Walsh Construction Bolting Reinspection Unit I Drywell File," File Number 1405.2.1 and the associated refer-ence drawings. All accessible bolts from elevation 807'-4" to 740'-0" were reinspected from 1-21-82 to 2-2-82 as documented on CECO Surveil-lance Report 82-66.
All bolts met requirements or were reinstalled to meet requirements. The licensee verbally committed to perform a
sLollar program for Unit 2 bolts prior to Unit 2 fuel load.

(Closed) Unresolved Item (50-373/81-48-07): Requested written techn-ical basis for bolting practices for slotted connections to be sub-mitted to NRR for review.
Based on NRR's review of the information (Knight to Tedesco letter dated June 14, 1982) the sliding conneations were determined to be adequate.
