Licensee Action on Previously Identified Items (Closed) Noncompliance (50-373/81-48-01A): Failure to control design changes through review and evaluation of the adequacy of the design change. The licensee initiated Field Change Request (FCR) 8815 and 8924 to require the revision of affected Sargent and Lundy (S&L) draw-ings. During this inspection, the inspector observed that S&L drawings IE-1-3506A and IE-1-3464C01 have been revised to correctly reflect the as-built conduit support dimensions.

(Closed) Noncompliance (50-373/81-48-01B): Failure to control design changes through revision of design / construction drawings.

During this inspection, the inspector observed that S&L raceway drawing IE-1-3512C04 has been revised to correctly reficct the as-built conduit support dimen-sion. The licensee stated that S&L has been reinstructed as to the import-ance of correct incorporation of FCR's onto design drawings.

(Closed) Noncompliance (50-373/82-11-01): Failure to develop procedures to prescribe Motor Control Center (MCC) breaker setting activities. The inspector reviewed MCC breaker setting guidelines developed by both the LaSalle construction test and maintenance departments to control MCC breaker setting activities.

These guidelines are acceptable. The in-spector also observed the breaker sett'..gs associated with seven MCC's.

The breakers were observed to be set in accordance with applicable MCC data sheets.

(Closed) Noncompliance (50-373/82-11-03A): Measures were not established to assure that the use of unapproved MCC breaker settings was promptly identified and corrected. The licensee initiated Nonconformance Report (NCR) 585 to document the nonconforming breaker settings. During this inspection, the inspector reviewed the MCC Setting Sheet issued April 16, 1982, for the Unit 1 MCC, 143-1.

The inspector determined that the MCC breakers were set in accordance with this approved MCC Setting Sheet.

NCR 585 was closed on April 16, 1982.

(Closed) Noncompliance (50-373/82-11-03B): Measures were not established to assure that deviations from MCC nameplate data sheet requirements were

promptly identified and corrected. The inspector observed that para-graph 3 of the recently initiated MCC breaker setting guidelines states that the cognizant engineer shall verify that the MCC compartment door nameplate is in accordance with the MCC setting sheet. The inspector observed the installed nameplates on the cubicles of seven MCC's and de-termined that the nameplates were satisfactory.

(Closed) Noncompliance (50-373/82-11-03C): Measures were not established to assure that deviations from DC Distribution Panel breaker requirements were promptly identified and corrected. The inspector verified that the nonconforming breaker has been replaced with the breaker specified on S&L drawing IE-1-4442AA, revision N. The inspector observed all of the DC Dis-tribution Panel breakers installed in Unit 1 and determined that they were acceptable. The licensee stated that future revisions will be controlled in accordance with k'Il03 which requires that wiring diagram revisions be logged in when received and the log entry signed of f when the revision is

,

incorporated.

(Closed) Noncompliance (50-373/82-11-06):

Failure to verify conformance of instrument sensing line installations to drawings and specifications.

The inspector observed that the bent instrument line has been repaired.

The licensee inspected ten additional instrument lines in Unit 1.

The installation of these lines was determined to be acceptable.

The instrument sensing line slope requirements have been clarified by S&L to now require an average slope of 1/4" per foot over the entire run with no 1cvel areas, rises, or traps. This clarification has been incor-porated on Unit 2 instrument line drawings.

Exit Interview The inspectors met with licensee representatives (denoted under Persons Con-tacted) at the conclusion of the inspection on June 7, 1982. The inspectors summarized the scope and findings of the inspection. The licensee acknowledged the information.
