SUMMARY Inspection on August 21-25, 1979 Areas Inspected This routine announced inspection involved 32 inspector-hours onsite in the areas of confirmatory measurements including: examination of laboratory radio-chemical equipment and instrumentation; review of quality assurance audits in chemistry and radiochemistry; review of procedures and records; and collection of a liquid waste sample and licensee analysis of spiked samples.
Results Of the four areas inspected, no apparent items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were summarized on August 24, 1979 with those persons indicated in Paragraph I above.

4.
Radiochemical Instrumentation The inspector examined the radiochemistry counting equipment and a.
observed the operation of the Ge(Li) gamma-ray spectroscopy systems.
The inspector verified that the gamma-ray spectroscopy systems meet the required lower limits of detection as specified in Appendix B, Technical Specifications, Tables 2.1-1 and 2.1-2.
The inspector had no further questions on this item.
b.
The inspector reviewed the efficiency calibration records.for the Ge(Li) gamma spectroscopy systems to determine if the caldbration standards were supplied by NBS. The inspector cet with a representa-tive of the licensee's vendor (Applied Physical Technology)'.that supplies gamma-ray standards. The results of the NBS analyses of standards supplied by Applied Physical Technology were reviewed and 1213 1i3

found to be satisfactory. The inspector noted that the calibration certilficates for various geometries were not adequate in that informa-tion regarding the method of preparation and other physical parameters such as source distribution were not specified. The inspector had no further questions regarding this item.
5.
Quality Assurance Audits The inspector reviewed quality assurance audits of plant chemistry and radiochemistry, 79-SC-1 and Health Physics audit, 79-HP-1.
Technical Specifications, Appendix B, 5.3.2 require the Manager of Quality Assurance to conduct an annual audit to ensure conformance with Environmental Techni-cal Specifications. The inspector noted to licensee representatives that the required audits had been performed but the audits had not specifically addressed the review of instrumentation used to measure liquid effluents and calibrate effluent monitors. The inspector had no further questions regarding this item.

Radiochemistry and Chemistry Procedures and Records The inspector reviewed radiochemistry and chemistry records and ncted a.
that the procedures had been reviewed and approved by the plant manag-er as per Technical Specifications 5.3.
b.
The inspector noted that the procedure for preparations of radioactive standards, HNP-7236 included a step that could lead to preparation of inaccurate standards. The responsible licensee representative agreed to review and correct the procedure, subject to management approval.
This item will be reviewed during a subsequent inspection (50-321/79-28-01,50-366/79-32-01).
The inspector noted to licensee representatives that procedure c.
HNP-7215 for operation of the Ge(Li) gamma spectrometer systems did not appear to have sufficient detail for operation of the system. A licensee representative agreed to review the procedure to determine if it should be revised. This item will be reviewed during a subsequent inspection (50-321/79-28-02; 50-366/79-32-02).
d.
The inspector reviewed selected calibration records for radiation detection instrumentation and noted that calibrations had been perform-ed as scheduled. The inspector had no further questions on this item.
7.
Analysis of Spiked Samples and Collection of Liquid Waste Sample The inspector supplied a spiked particulate filter sample and a spiked charcoal cartridge to the licensee for counting by gamma spectroscopy. A liquid waste tank sample was split with the licensee and sent go Idaho Falls for analysis. The results of the spiked samples and lignid waste sample will be reviewed during a subsequent inspection (50-321/79-28-03; 50-366/79-32-03).
