SbWiARY Inspection on February 9, 1979 Areas Inspected This special announced inspection involved three inspector-hours onsite in the areas of security organization and 73.55 implementation.

Results Of the two areas inspected, no apparent items of noncompliance or deviations were identified in two areas.

Exit Interview The inspection scope and findings were summarized on February 9, 1979, with those persons indicated in Paragraph 1 above.

Unresolved Items Unresolved items were not identified during this inspection.

4.

Security Organization During the course of the inspection, the structure of the Security Organization, both at the plant and 'n corporate headquarters was discussed. Recent changes in site activities and possible unioniza-tion of the security force was also covered.

5.

73.55 Implementation 10 CFR 73.55 implementation was discussed with licensee management present.

They indicated that full implementation would not be achieved by the February, 1979 date. Compensatory measures being utilized in the interim was presented as the best possible solution now available.

It was stressed that they must be equivalent to the security device /

system not operational. Also discussed was the way to submit plan charges, in accordance with 10 CFR 50.54(p).
