Exit Interview The inspection scope and findings were sumarized on May 10, 1979 with those persons indicated in Paragraph 1 above.

Licensee Action on Previous Inspection Findings (Open) Unresolved item (366/79-08-04):

Adequacy of installed concrete expansion anchors. Georgia Power Company (GPC), af ter initially establishing a test program to verify the adequacy of the self-drilling (SD) expansion anchors, decided to discontinue the test program and to replace all of the SD types with R. C. Wedge type expansion anchors. The test program for the wedge expansion anchors has been completed. The repair of the Unit 2 pipe supports fs still in progress. The estimated total of pipe supports requir-ing repair as identified by Maintenance Reports (MRs) to be written is 670.

The total MR's completed as of May 10, 1979 was 472. The following M3's in inspected for final installation and approval by the torus areas were Bechtel's Engineering staff.

GPC procedure HNP-2-11004, Rev. O, " Surveillance Procedure for Identifying Anchors used for Hangers in Safety Systems" identifies the anchor systems employed for piping hangers and for support and restraint attachments to the building structure. These systems were selected by the licensee as systems whose operation would be required to prevent or to mitigate the design basis accident.

IE Bulletin 79-02 references Seismic Category I as defined by Regulatory Guide 1.29.

This procedure has been systems reviewed by the NRC Resident Inspector to assure that the systems included satisfy the requirements of Regulatory Guide 1.29.

GPC procedure HNP-2-11009, Rev. O " Pipe Support System Concrete Integrity and Plate-to-Surface Gap Inspection Procedure" has been reviewed for adequacy and proper inspection techniques and methods.

In the MR's that have been written and where corrective action required the removal of the base plate, Bechtel's engineering staff has analyzed by hand calculation the flexibility of the base plate and corrective action has been taken as required. Bechtel's home office has finalized a computer program for analyzing the base plate flexibility and has determined that 70-80% of the base plates used at HPN fall under standard sizes provided by Bergen Patterson. The remaining 20-30% are of non-symetrical or special types.

Bechtel will analyze all of the types of supports and will also verify the hand analysis done by the field. With the assumptions that the base plates are flexible, Bechtel has not found a single plate that had to be changed or stiffened as of the date of this inspection. The final analysis will be included in the response to IE Bulletin 79-02.

No items of noncompliance or deviations were identified.
