This refers to the routine safety inspection conducted by B.

Swanson, of this office on January 21, 1986 through February 18, 1986, of activities at the Donald C.

Cook Nuclear Plant, Units 1 and 2 authorized by NRC Operating Licenses No.

DPR-58 and No.

DPR-74 and to the discussion of our findings with W.

G. Smith, Jr.,

and others of your staff during the course of and at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during the inspection.

Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel.

During this inspection, certain of your activities appeared

>to be in violation of NRC requirements, as specified in the'enclosed Notice.'ith respect to item Number 1 the inspection showed that action had been taken to correct the identified violation and to prevent recurrence.

Our understanding of your corrective actions, is 'described in Paragraph 2.c of the enclosed inspection report.

Consequently, no reply to this violation is required and we have no further questions regarding this matter at this time.

Regarding the remaining item, a written response is required.

As described in Paragraph 2.a. of the enclosed inspection report, we have determined certain other of your activities also appeared to be in violation of NRC requirements.

A Notice of Violation concerning these items is not being issued at this time pending further evaluation by this office concerning appropriate enforcement action on the matter.

You will be notified in subsequent correspondence concerning resolution of these items.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosures, and your response to this letter will be placed in the NRC Public Document Room.
