This refers to the special safety inspection conducted by B. L. Jorgensen and J. K. Heller of this office on September 15 through November 13, 1986, of activities at the Donald C. Cook Nuclear Plant, Units 1 and 2, authorized by NRC Operating Licenses No. DPR-58 and No. DPR-74.
The inspection focused on the circumstances surrounding the event identified by the Resident Inspector involving Unit 2 operation with inoperable flow paths in both Safety Injection Trains. The enclosed copy of our inspection report identifies specific areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel.
We are releasing this report at this time for your information. You will be notified by separate correspondence of our decision regarding enforcement action based on the findings of this inspection. No written response is required until you are notified of any proposed enforcement action.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, and the enclosure, will be placed in the NRC Public Document Room.
