Improvement in the Adequacy

.of Procedure Review The applicant has initiated a second ievel of review of operating procedures by a Senior Licensed Operator (SRO).

The applicant intends to maintain this program of review and has established administrative control in Section I, General Information, of the Station Plant Manual (SPM).

The inspector observed documentation of such SRO reviews in many procedures recently issued in accordance with Section I of the SPM. *.

Issue Surveillance Procedures for Technical Specification (TS) Surveillance Requirement The inspector verified procedural coverage for the TS Surveil-lance Requirements with a frequency of performance greater than every 18 months except as noted belo The inspector observed a list correlating certain Startup Test Program Procedures that will be used to verify TS Surveillance Requirement In light of the above, the inspector reiterated that the preoperational review did not include all 18 month TS Surveillance Requirements and that procedures will have to be issued prior to applicable TS due dat The applicant acknowledged the inspector's observatio The inspector also noted that a procedure had not been issued for TS 4.5.3.2 which requires INOPERABILITY check of the Safety Injection Pumps during Mode 4 (Low Pressure Protection Operation).

The applicant representative recently received resolution with respect to which pumps are included in the subject TS requirement and are only the "Safety Injection" Pump The applicant representative stated that the required checks will be incorporated into the applicable surveillance log prior to entering Mode This outstanding item is addressed in Paragraph 4 *

Complete Issuance of Annun-ciator Response Procedures, System *operating Procedures, and the Fire Manua In general the procedures identified under this item have been issue Completion of the review of Annunciator Response Procedures is addressed in Paragraph In the area of the System Operating Procedures, the Mode 3 and 4 Surveillance Check-off List of OI-3.2, Cold Shutdown to Hot Standby remains to be issue A recent review by the applicant indicated that revisions are needed due to recent revisions in the proposed T This outstanding item is addressed in Paragraph 4 *

  • It was also noted that the Fire Manual had been issued; however, several technical problems remained to be resolved as identified in the Off ice of Inspection and Enforcement Inspection Report No.50-311/79-2 Revision 3 to the Fire Manual resolves these problems but this revision has not been approved and issue The applicant's representative stated Revision 3 to the Fire Manual is due to be issued by June 1, 197 The inspector noted that Revision 3 deals with an 18 month surveillance (cycle of flow path valves not testable during operations) for Unit 1, which is due shortly, and deals with a 31 day surveil-lance pn fire detection instrumentation which is due after the license is issue The applicant's representative stated that this revision will be approved and issued prior to the due dates for these TS Surveillance Requirement This outstanding item is addressed in Paragraph * As a part of this review the inspector also verified on a sampling basis the Unit 2 Control Room copies of operating and surveillance procedures are available and up-to-date for use in the operation of the facilit (Closed) Open Item (311/79-23-01):

Use of Updated Proposed Technical Specification. The applicant has issued an internal memorandum, dated April 20, 1979, from the Chief Engineer which requires the use of Technical Document Room Procedures for con-trolled distribution of proposed TS revision A review of seleted department copies o'f the proposed TS indicated that key personnel are using updated T Certain discrepancies identified during the previous inspection in.this area have not been re-solved and are addressed below under Open I~em No. 311/79-23-0 During this review, it was identified that Surveillance Procedure SP(O) 4.3.4.1.2(a) references an SPM Operating Instruction, III-1.3.3, Turbine Valve Test, Revision O, August 3, 1978, which is to be used as the surveillance procedur A review of III-1.3.3 indicated that it was not reviewed by SORC.. Reactor Coolant Flow Low Safety Injection Accumulator High/Low During the review of alarm procedures, the inspector noted that the Unit 2 safety injection accumulator high/low level annunciators were set at the same values for Unit A Unit 2 proposed TS change, dated March 30, 1979, revised

.the accumulator level limits to a narrower ban The Unit 2 control room logsheet had been'revised to reflect the current TS requirement; however, the alarm setpoint for the above annunciator had not been rese The inspector concluded that this.condition represented a potential for the applicant to operate in a TS action statement without the benefit of the subject alarm until the next scheduled surveillanc The applicant acknowledged the inspector's conclusion and stated that due to the present status of Unit 2, the alarm setpoint would not be revised until the NSSS (Westinghouse) issued a revised "Setpoint Limitations, and Precautions List" for the facility. It was further stated that this could take up to three or four month The inspector stated that upon issuance of the Unit 2 license, TS is the overriding document and should be complied with in all respect The applicants represen-tative stated that this area would be reviewed in conjunc-tion with the corporate office to assure a more timely exchange of information with respect on plant system Also, it was stated that once the TS are issued... (final-ized), and prior to Mode -2, a review of annunciator set-points would be conducted to *insure the setpoints are at least as conservative as corresponding TS lim~ts..

This item will.remain open pending completion of action as stated above by the applicant's representative and subsequent NRC:RI review (311/79-30-01). During the review of Annunciator Response Procedures it was observed that the specified setpoints were listed in a nonconservative manne For example, the setpoint for High Flux Power Range was written > 109%, however, the TS setpoint is listed as ~* 109%.

The applicant's repre-sentative stated that this was done to indicate the para-meter condition of an alarm upon reference to the procedure,
