ecological monitoring program performed for SNGS-This program is described in Section 2.11 of the FSAR and the SNGS Appendix B, ET The licensee stated that the preoperational biological/ecological monitoring study for SNGS-2 was conducted as require The inspector verified through licensee's record and reports review that the biological/ecological studies wer*e performed as require.

Operational Environmental Monitoring Programs Radiological Monitoring The inspector examined the licensee's preparedness status with regard to the implementation of the required environmental radiation monitoring program (ETS, Section 3.2).

The licensee stated that preparations for implementing the required radiological monitoring

program-for-SNGS,..2 would be minimal s'ince the necessary program

_ elements, including administrative controls and other technical-aspects of environmental media sampling, analyses and data evaluation, are.currently in effect as part of the operational monitoring program at SNGS-1. - The inspector reviewed several of the licensee 1 s program-procedures for implementing the operational environmental radiological monitoring programs at SNGS-The inspector had no further questions in this area at this tim Biological and Ecological Studies The inspector examined the licensee 1s preparedness status with regard to the implementation of the required environmental biological and ecological studies (ETS, Section 3.1.2).

Nonradiological Effluents The inspector noted that condenser local inlet temperature monitors have not been installed at Unit These t*emperature monitors will become required upon plant operatio The inspector noted that the installation of the local condenser monitors was in progres The inspector stated that this item will be considered open pending installation of the condenser local temperature monitors (311/79-28-01).

During the site inspections on October 15 and 16, 1979, the inspector observed that the chemical waste basin had been discharged at sometime since the previous inspectio The licensee stated that the EPA and

the.New Jersey Department of Environmental Protection approvals were

. obtained prior to the waste basin discharg The licensee also stated that the chemical.waste basin is now considered Hope Creek Project property *and is being used by Hope Creek site. The inspector verified, through review of the licensee correspondence with EPA and the State of New Jersey, that the discharge was made i"n compliance with existing regulattons.

Environmental Protection* During Construction Upon arrfval at the SNGS-2 site, the inspector toured the area and examined the prevailing environmental conditions at the site and the surrounding environment~. The inspector observed the environmental conditions at the Delaware River waterfront, soil and vegetation at the site, solid waste disposal and liquid effluent treatment and discharg During the site inspection on October 15, 1979, the inspector found waste concrete which had been poured onto the river.bank and extended below the high water level of the Delaware River. This waste concrete is located approxtmately 0.5 miles from the Unit 1 gate along the River and about miles from the Atlantic City Substation.*

The* licensee stated that actions will be taken to assure that no additional concrete will be disposed of near or fn the Delaware Rive The liCensee. also stated that removal of the waste concrete already in place would cause additiona-1 damage to the shoreline and, therefore, the concrete will not be removed but will be covered with soil and graded to restore the area to its natural conditio The inspector stated that this item will be considered unresolved until that ~rea is restored to its natural condition (311/79-28-02).

The inspector toured the boat launching area on the Delaware River and observed that the area surface was still very rough and unfinishe The licensee stated that the boat launch was for* emergency purposes only and was never intended for regular use by _the publi The inspector observed that the present condition of the launch could be hazardous if used in an emergency situati"on due to the elevated piles of concrete remaining at the site. The licensee stated* the concrete condition at the boat launch could indeed be hazardous and that the concrete surface would be leveled out by removing the ptles of concret In addition, the licensee stated that a sign would be posted., marking the area as* an emergency boat launch to discourage intrusion tnto the area -and to prevent possible use of the area as a waste disposal are The licensee also stated that the cable already in place across the entrance.to the emergency launch area would be maintained to discourage entranc The inspector stated that this item will be considered unresolved.until the licensee's commitments to complete the launch area are fulfilled. (311/79-28~03).

  • Section III. A. 6. C, 11Recreational Areas 11 of the SNGS Environmental Report, Operating License.Stage, states, in part that:

The* inspector observed that neither the described boat launching facility no~ the pitnic area has been constructe The licensee stated that such areas would pose additional security problems if constructed because of their proximity to SNGS, although the described lOcations are not on PSE&G propert The inspector stated that such an alteration of the com-mitments made by the licensee in the Environmental Report would have to be discussed by the licensee with NR The inspector stated that this item will be considered unresolved pending resolution by NRR and the licensee (311/79-28-04).

The inspector discussed with the licensee the status of site completion and restoration of the site environment to as close to natural condition as possibl The licensee stated that all -site roads will be paved, open areas will be covered with stone, grading will be done where needed, all spoils and metal and wood scrap piles will be removed, waste chemicals and oil will be removed from the site, and that these projects.and any other work required for final completion of the plant site will be completed by Dec::ember 31, 197 This also includes removal of temporary building Nos. 450, 710, 194, 233, 105, 120, 16, 73, and 10 In additiqn, the licensee stated that the following will' be accomplished:

Planting of shrubs ~nd sod around the Administrative Buildin Temporary building Nos. 906, 907, 908, 350, 530, and 741 and the property they are located upon will be turned over to the Hope Creek sit Trailer complex 101, Nos. 1-7, will be removed from the site by November 30, 197 Trailer complex 96, Nos. 1-17, will be removed from the site by December 15, 197 Temporary trailers on site have been sold and will be removed from the site "within the next few weeks. 11
