conditioning piping for Modification MR-FC-81-51 which involved modifications to the component cooling water, raw water, and ventilation air piping systems. The construction specification specified in the modification was ASME Section ND for Class 3 components and was later upgraded to ASME Section III NB which is l applicable to Class 1 components. Schedule 40 carbon steel piping was being acceeplished in the onsite i fabrication shop using qualified welding procedures as required by  ;

welding filler material was properly certified and was controlled by the welders. The filler material issue and storage station QC personnel also carried out their functions as required in Standing Order G-72 The qualification testing of two contract welders was observed being administered by QC personne The identification of the individuals was verified and the test assemblies were in the proper testing position. Welding of the test assembly was being accomplished by the welder using the welding processes and filler material designated by the standard welder qualification tes The NRC inspector also reviewed three QC surveillance reports, a QA audit report, and a QA surveillance report on control of special processes, Nondestructive Examination (57050 and 57060)

In addition to coordinating the nondestructive examinations performed by the NRC Nondestructive Examination Laboratory Team which will be documented in NRC Inspection Report 50-285/88-29, the NRC inspector observed the visual and liquid penetrant examination of three completed welds for Modification MR-FC-81-51. The examinations were performed in ac:ordance with the requirements of Quality Department Procedure QDP-20. The radiographic examination of three welds. F33, F45, and F144, had been performed and repairs were being accomplished in accordance with Procedure Change No. 25571 which permitted the removal of radiographic defects and rewelding of the areas. In discussing the repair activities and the procedure change with the QC inspector, the NRC inspector noted that the procedure change did not address examination of the excavated areas and QC was not perfoming a liquid penetrant or magnetic particle examination of the excavated areas prior to making the repair weld as required by Subsection NB-4453 of the ASME Boiler and Pressure Vessel Code Section !!!, 1983 Edition through Sumer 1984 Addenda. Although the construction specification was upgraded, the requirement for examination of excavations prior to repair welding is consistent in both Subsection NB and ND of ASME Section !!!. The NRC inspector detemined, from discussions with the planner that issued Procedure Change No. 25571, that the welding engineering specialists had not been consulted concerning the weld repair instructions of the procedure chang This is an apparent violation for failure to control special processe (285/8840-01) Exit Interview An exit interview was conducted on October 28, 1988, with those personnel denoted in paragraph 1. At the exit interview, the NRC inspector sumarized the scope and findings of the inspectinn. No infomation was presented to the hRC inspector that was identified by the licensee as proprietar )
