Licensee Action on Previous Inspection Findings (Opent Deviation Item (79-08-01) "Failure to Implement Fire Protection Commitments in Document Entitled Steam Generator Repair Program for Surry Units 1 and 2". A followup inspection was made of Unit 2 contain-ment area to determine if a standpipe system had been provided. It was -~etermined from this inspection that the standpipe system is presently being installed; however, estimated completion is approximately one (1) wee This item shall remain open until complete implementation of the fire protective features for the Steam Generator Replacement Projec. Unresolved Items Unresolved items are matters about which more information is required to determine whether they are acceptable or may involve noncompliance or deviation New unresolved items identified during this inspection are discussed in Paragraph Independent Inspection Effort Construction Status The Reactor Coolant (RC) piping has been cut from "B" and "C" Steam Generator of the Unit 2 Reactor Buildin This removed RC piping is being decontaminated for refurbishmen Steam Generators "A", "B", and "C" have been flame cut at the transition of upper shell; however, three (3) small areas around each circumference remain uncut until the upper shell is ready for removal and preparatio The feedwater nozzle is being set up for machine ~eld prep after completion of weld buildu Quality Assurance (QA) Audits The inspector examined the corrective action and responses to the following QA audit con~ucted by the site VEPCO QA unit for complete-ness: Audit Number SGRP 79-2 Subject Fire Protection The corrective action and response to the above noted audit was found to be handled and documented in a thorough, timely and objective manne,* . ,. -*- *-*-'-*"*-* -- _ _,..... -~.**-A*'-**--***-*-** * / -3-No items of noncompliance or deviations were identified in the above areas inspecte Observation of Safety-Related Work Activities The following safety-related work was observed by the inspector during the course of the inspection: (1) Cutting RC Pipe - "A" Cubicle (Engineering Task Assignment (ETA) 3005) (2) POLAR Crane Miscellaneous Procedure (Load Test and Index) (ETA 20027) (3) Crane Wall JIB CRANE Installation (ETA 10057) No items of noncompliance or deviations were identified in the above areas inspecte Long Term-Short Term Storage of New Steam Generator Lower Assembly The inspector reviewed following Westinghouse Process Specifications: NPT-91 "Protective Measures for Long Term Storage of Steam Generator Lower Assemby" and NPT-94 "Protective Measures for Short Term Storage of Steam Generator Upper Assembly". Under paragraph 1.0 of NPT-91 and NPT-94, the definition of short term/long term storage is as follows: short term storage implies a period not exceeding 60 days after initial barge loading and long term is in excess of 60 days. It was noted by observation and verification of records that three (3) new steam gener-ator lower assemblies still remain in short term storage. These steam generators were initially loaded on a barge at Tampa, Florida during the latter part of December 1978. Thus, the steam generators have been in short term storage for in excess of 90 days at present. The Westing-house representative specified that this condition was technically acceptable. There appears to be no documentation at the site allowing this condition. This item will be identified as unresolved item number 281/79-22-01, "Long Term-Short Term Storage of New Steam Generator Assemblies" pending receipt of documentation from Westinghouse/VEPC Contract Between Daniels and VEPCO The inspector reviewed applicable parts of the contract between Daniels Construction Company and Virginia Electric and Power Company for Surry Power Station Unit Nos. 1 and This review was primarily involved with the development and implementation of contractor's quality control program to assure compliance with the technical document * No items of noncompliance or deviation were identified in the above area inspecte *---~--*-* .,-.. - *----..... -*-*..,,..... _.....--.. .
