Division of Reactor Projects I/II Office of Nuclear Reactor Regulation Charles W. Hehl, Director Division of Reactor Projects, Region I SALEM CONTAINMENT FAN COIL UNITS During a routine region based inspection, concerns were identified regarding the containment fan coil unit (CFCU) operation, availability, surveillance, containment integrated leak rate test (CILRT), and design basis requirements (Report No. 50-272/87-38). As detailed in the enclosed inspection report, on December 22, 1987, during Containment Integrated Leak Rate Testing (CILRT), the three operating CFCUs tripped due to motor overcurrent caused by increased fan loading at high containment pressure. As discussed with Walter R. Butler, of your office, Region I requests that NRR review and evaluate the technical adequacy of the recent Salem engineering analysis S-C-CBV-MEE-0527, which was prepared by the licensee to address this concern. In particular, please evaluate whether this analysis is consistent with the Standard Review Plan and other applicable NRC position Enclosed is a Salem LER 91-005 which describes a February 9, 1991 finding, by the licensee, in which 3 of the 5 CFCU s did not meet their design accident requi_rements during thermal performance testing. Although this LER is not directly related to the above concern, we are enclosing it to provide the present status of this syste Your evaluation is requested within ninety days of the receipt of this letter, to facilitate timely closure of the open item.
