l T. J. Madeda and J. K. Kniceley of this office on June 22-26, 1981, of activities at the Point Beach Nuclear Plant, Units 1 and 2, authorized by l NRC Operating Licenses No. DPR-24 and No. DPR-27 and to the discussion of l our findings with Mr. G. A. Reed and other members of your staff at the l conclusion of the inspection.
l The enclosed copy of our insp.:ction report identifies areas examined during ! the inspection. Within these areas, the inspection consisted of a selective l examination of procedures and representative records, observations, and interviews with personnel.
i l During this inspection, certain of your activit les appeared to be in non-l compliance with NRC requirements, as described in the enclosed Appendix A.
With respect to Item 2 the inspection showed that action had been taken to i correct the identified noncompliance and to prevent recurrence.
Consequently, l no reply to this item of noncompliance is required and we have no further j questions regarding this matter at this time.
I Regarding the remaining items, a written response is required.
In your response to noncompliance Item No. 4 please indicate why your proposed l corrective action is expected to be more successful in preventing future l similar noncompliance than the corrective action previously taken.
l We understaad that you will deve:op and implement the procedures described in Paragraph 6.d. of the enclosed report. Please advise us of the date ' l the procedures will be implemented. Also please provide us with the date i that modifications to the system described in Paragr;apb 1p.c. of the report q will be finally completed.

Wisconsin Electric Power-2-AUG 141981 Company , As a result of this and other inspections we have developed concerns regarding the implementation of certain aspects of your security pregram and recurring similarities in identified problems. These concerps have been telephonically discussed with members of your corporate and* site - security staffs.
I plan to schedule a meeting with your staff to discuss our concerns. When arrangements have been finalized you will be notified.
Areas examined during this inspection concern a subject matter which is exempt from disc.losure according to Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations. Consequently, the enclosure to this letter, our report of this inspection, and your response to the noncompliance identified in the enclosure te this letter will not be placed in the Public Document Room. Therefore, your state-ment of corrective actior regarding the noncospliance identified in the enclosure should be submitted as a separate enclosure to your transmittal letter.
We will gladly discuss any questions you have concerning this inspectlon.
