SUBJECT: MEETING SUMMARY, ROBINSON UNIT 2 This letter refers to a meeting conducted at your request in the NRC Region II office on March 1, 198 Mr. Guy P. Beatty of your staff met with Mr. Albert F. Gibson and M David M. Verrelli of this office to discuss communications between the Carolina Power and Light Company (CP&L)
and the NRC associated with the safety system functional inspection documented in report number 50-261/87-06 and a followup inspection conducted at the Robinson plant in March and April 198 Correspondence between NRC and CP&L regarding these inspections documents a difference of opinion regarding the significance of the inspection findings. Mr. Beatty requested the meeting to discuss the basis for this disagreemen In particular, Mr. Beatty pointed out that inspection conclusions which resulted from walkthrough of dedicated shutdown procedures were inconsistent with accounts provided to him by the plant operator This issue was discussed by CP&L in a letter to the NRC dated December 17, 1987, and will be addressed in the NRC response. In spite of the above disagreement, Mr. Beatty acknowledged that at the time of the initial inspection weaknesses existed in procedures, facility lighting, and training provided to control the plant following a fire in the control roo Mr. Beatty stated that these weaknesses have been correcte In our opinion, this meeting was beneficial and provided a better understanding of CP&L management's view regarding this matte In accordance with Section 2.790 of NRC's "Rules of Practice," Part 2,.
