NOTICE OF VIOLATION (NRC INSPECTION REPORT NOS. 50-250/88-11 AND 50-251/88-11)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by D.
R. Brewer on April 25 - June 3, 1988.
The inspection included a review of activities authorized for your Turkey Point facility.
The report documenting this inspection was sent to you by letter dated July 7, 1988.
NRC concerns relative to the inspection findings were also discussed in an Enforcement Conference held on July 13, 1988.
A summary of this Enforcement Conference is enclosed.
Your dedicated commitment to conducting a broad based root cause determination and holding all levels of personnel including management accountable for these errors is supported by the NRC and should result in minimizing these events in the future.
Based on the r'ecent series of events affecting valve alignment at Turkey Point, the NRC feels that FPL corrective actions were appropriate.
The NRC will continue to monitor progress in this area while holding FPL management accountable for improvement.
The violation, with pertinent references and elements to be included in your response, is described in the enclosed Notice.
This is similar to a violation contained in the Notice sent to you by our letters dated March 18, 1988, April 15, 1988, April 26, 1988 and May 25, 1988.
Because
"similar violations,"
as described in the NRC Enforcement Policy, are of significant concern to the NRC, please give particular attention in your response to the identification of the root cause of this problem and your corrective actions to prevent recurrence.
In accordance with Section 2.790 of the NRC's
"Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.
