NRC Reauest Item 1 The Humboldt Bay Power Plant (HBPP), Unit 3 Emergency Plan for SAFSTOR, Revision 0, dated March 20, 1985, refers (on

p. 63) to letters of agreement (LOAs) with offsite organizations that are expected to respond or provide a service in the event of an emergency. The LOAs, which i typically describe the arrangements and agreements reached with the support organizations, should be appended to the
. plan. The LOAs should be current and there should be a commitment to review and certify them on an annual basis.

Resnonse to Item 1 Letters of agreement addressing emergency medical and firefighting services in support of the Humboldt Bay Power Plant SAFSTOR Emergency Plan are in the process of being renewed by PGandE with the appropriate state organizations.

These organizations, located in Eureka, California, are: Humboldt No. 1 Fire 4

Protection District, St. Joseph's Hospital, General Hospital, and City Ambulance Servi.ce. Final agreements are expected to be completed by March 1, 1987, and will be appended to the Emergency Plan. A letter of agreement is also in effect with St. Francis Hospital, San Francisco, to provide medical services.

Section 8.2.3 of the SAFSTOR Emergency Plan commits to annual review and certification of the agreements.

NRC Reauest Item 2 The HBPP emergency plan clearly states that the Humboldt County Sheriff's Department will be notified in the event of an emergency. Describe the procedure and identify the responsible organization and/or individual by position title, for notifying the State of California. Also, indicate the individual by position title in the onsite emergency organization, responsible for notifying the NRC.

! The Emergency Coordinator is responsible for notifying or directing the notification of the State of California and the NRC. The SAFSTOR Emergency Plan will be revised to reflect this responsibility. An emergency procedure under development will provide specific notification instructions. The projected completion date for this procedure is March 1, 1987.

NRC Reauest Item 3 Describe the methodology and identify the licensee personnel by position title, both during regular and non-regular duty hours, responsible for assessing the i actual or potential radiological consequences of an i- accident for HBPP Unit 3 SAFSTOR.

I Resoonse to Item 3 The dose assessment methodology uses real-time radiological release information provided by the stack effluent monitoring system, estimated noble gas inventories, and conservative atmospheric dispersion factors for the nearest-site boundary location. The methodology used to assess actual or potential consequences of an accidental release of airborne radioactive materials is contained in Emergency Procedure R-2, " Release of Airborne Radioactive Materials." This procedure is under revision for use during SAFSTOR.

The SAFSTOR Emergency Plan, Table 5.2-1, describes the authorities and responsibilities of the onsite emergency organization.

The Emergency Evaluations Coordinator is responsible for advising the Emergency Coordinator on technical matters related to nuclear and radiological safety. This includes assessing the actual or potential radiological consequences of an accident. The interim position holder would be the on-shitt Senior Control Operator. Long-term position holders are the Power Plant Engineer, Senior Chemistry and Radiation Protection Engineer, or the Senior Power Production Engineer.

The Radiological Emergency Evaluator is responsible for coordinating and supervising radiological surveys and investigations, both onsite and offsite.

This includes assessing the actual or potential radiological consequences of an accident. The interim position holder is the on-shift Assistant Control Operator. Long-term position holders are the Senior Chemical and Radiation Protection Engineer, the Environmental Coordinator, or the Power Plant Engineer.

Identify by position title, the individual with the l overall authority and responsibility for emergency planning at H8PP Unit 3. Also, identify by title, the

, individual responsible for the day-to-day development and i updating of emergency plans and procedures and

coordinating these with other response organizations.

Resoonse to Item 4 The Plant Manager has overall authority and responsibility for Humboldt Bay Power Plant operations, which includes emergency planning. The Power Plant Engineer is responsible for providing development, updating, coordination, and technical direction of emergency planning.

, Section 5.1 of the SAFSTOR Emergency Plan describes the responsibilities of the normal plant organization. That section will be revised to more clearly define emergency planning responsibilities.

NRC Reauest Item 5 A reference is made in the SAFSTOR emergency plan 3 (on p. 63) of appendices to the plan. The appendices should be provided or the references, if not appropriate, should be deleted.

Resoonse to Item 5 The appendices to the SAFSTOR Emergency Plan are the letters of agreement referred to in NRC Question 1 and the Humboldt County Contingency Plan ,

Nuclear Reactor, Humboldt Bay. These are expected to be completed by March 1, 1987.

A listing of the procedures relied upon to implement the HBPP SAFSTCR emergency plan in the event of an emergency should be provided.

.information to the public on SAFSTOR, and how they will be notified, and what their actions should be in' the event of an emergency. Also, describe the procedure for providing information to the news media and the public in an

. emergency.

Resnonse to Item 7 As required by California statute, PGandE will mail an information brochure to the public annually. This brochure is projected to be issued six months after the NRC's issuance of the SAFSTOR decommissioning license amendment.

The only emergency action level expected to possibly occur at Humboldt Bay Power Plant is a Notification of Unusual Event. Members of the public would receive information via the media. No actions on the part of the public are required.

If a Notification of Unusual Event were declared at Humboldt Bay Power Plant, the Shift Foreman would notify the Corporate Recovery Manager (normally the j Vice President, Nuclear Power Generation). The Recovery Manager would notify l the Public Information Recovery Manager (normally the Manager, News l Services). The Public Information Recovery Manager would direct News Services
staff as appropriate to respond to media inquiries.

NRC Reauest Item 8 Describe the program for controlling radiological exposures to onsite emergency workers in the event of an emergency during SAFSTOR.

l Resnonse to Item 8 Management of the exposure control program for onsite emergency workers during accident conditions is assigned to the Emergency Evaluations Coordinator, with assistance from the Radiological Emergency Evaluator (REE). Monitoring teams would be established under the direction of the REE. The teams are responsible for determining radiation levels around the plant and for

monitoring individuals. The teams have various portable radiological Instruments available for both emergency and routine use. There are al
o

[ permanently mounted area radiation monitors, which will sound an alarm at l preset levels. Respiratory protection equipment is available if entry is

required into areas where the maximum permissible concentrations are exceeded.

! Onsite emergency workers wear personal dosimeters to monitor their exposure.

The exposure guidelines used are consistent with the Environmental Protection Agency Emergency Morker and Lifesaving Activity Protective Action Guides i (PAGs). The Emergency Coordinator may authorize volunteers to receive higher l exposures according to these PAGs for extraordinary lifesaving missions.

Otherwise, the normal quarterly and annual exposure limits will be observed.
