20555 Re: Docket No. 50-133, OL-DPR-7 Humboldt Bay Power Plant, Unit 3 License Amendment Request 86-02, Technical Specification Changes

Dear Mr. Denton:

Enclosed are three (3) signed and forty (40) copies of an application to amend Facility Operating License No. DPR-7. This License Amendment Request (LAR) proposes to change the HBPP Technical Specifications to (1) upgrade the stack gas monitoring system and (2) reduce the number of condensate demineralizer beds described from three to two.

PGandE requests that this LAR be processed expeditiously in order to permit the unit to be placed in a condition that reflects its possession-only license as soon as possible.

PGandE will implement the Technical Specification changes after the respective changes have been approved.

Pursuant to 10 CFR 170.12(c), an application fee of $150 is enclosed.

Kindly acknowledge receipt of this material on the anclosed copy of this letter and return it in the enclosed addressed envelope.

Sincerely,
