N' ATTACHMENT I WASHINGTON PUBLIC POWER SUPPLY SYSTEM DOCKET NO. 50-397 LICENSE NO. CPPR-93 BOP BOARD G-2 DESIGN ERROR 10CFR50.55(e) CONDITION #246 INTERIM REPORT Description of Deviation A potentially reportable design error was discovered by the Architect / Engineer Burns and Roe, Inc., while checking elementary drawings for B0P Board G-2.

Board G-2 is divided into an essential Div. 2 section and a non-essential, Div. B section. General Electric (Contract 59) vendor drawing the essential instruments are ; i series numbers and the non-essential instruments are 300 series.

When General Electric (Contract 59) designed Board G-2, the IE power supply (Part #299) had a model number specified for it which is a non-IE power supply, and the non-IE power supply (Part #399) has a model number specified for it which is an IE power supply. This was a design error in which the part numbers were reversed for the IE and non-IE parts on the parts list for Board G-2. As a re-sult of this error, all of the division 2 instrument loops powered from this Board G-2 power supply are powered from a non-IE power supply.

Date of Discovery February 22, 1983.

Safety Implication Board G-2 contains a great number of the safety-related instruments and controls required for operating the Balance of Plant (BOP) of WNP-2. A loss of power to this board would present a significant hazard to the safety of operations of the UNP-2 nuclear facility. One of the many systems which would be affected is Standby Service Water (SSW). Without SSW, WNP-2 cannot be brought to a safe shutdown condition without depending on non-safety systems.

Corrective Action Site Electrical has verified that this condition does exist in Board G-2. No similar error exists in Board G-1.

The A/E is to issue a Project Engineering Directive (PED) to switch the power supplies so as to have the appropriate power supply installed in its respective application. Also, the drawing parts lists will be updated to provide the correct part numbers for the IE and non-IE power supplies.
