Tennessee Valley Authority - Radiological Emergency Plan and Central Emergency Control Center Emergency Plan Implementing Procedure Revisions In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP). The affected documents are the Generic REP and Central Emergency Control Center (CECC) Emergency Plan Implementing Procedures (EPIPs) listed below.

U.S. Nuclear Regulatory Commission CNL-23-042 Page 2 May 16, 2023 Description of Changes and Summary Analysis REP-Generic TVA revised this REP as follows.

Section 5.2.2F, for an Alert, the words form of precipitation was changed to amount of precipitation in the prevailing weather information provided to the State agencies.

Figure 10-1, Initial Protective Action Recommendation Flowchart, was revised to reflect the updated Protective Action Recommendation (PAR) scheme which removes staged evacuation based on evaluation of the decennial evacuation time estimate (ETE) updates.

CECC EPIP-1 TVA revised this EPIP as follows.

Updated Appendix H, Protective Action Recommendations Logic Diagram, to reflect the removal of staged evacuation, which aligns with concurrent changes made in the REP, Revision 115 due to the decennial update to the site ETEs. As part of this change, the Appendix I, Protective Action Recommendation Worksheet and Protective Action Recommendation, was updated to change Recommendation 3 from Shelter 5 miles downwind to Evacuate 5 miles downwind and to remove Recommendation 6, which is no longer applicable.

CECC EPIP-6 TVA revised this EPIP as follows.

Updated Appendix C, Protective Action Recommendations, to be consistent with the updated PAR scheme in the REP which removes staged evacuation. This change is being made concurrently with REP, Revision 115.

CECC EPIP-7 TVA revised this EPIP as follows.

Updated the Attachment 1, Protective Action Recommendations, to be consistent with the updated PAR scheme in the REP which removes staged evacuation. This change is being made concurrently with REP, Revision 115.

Updated Attachment 2, Radiological Assessment Managers Checklist, to direct the Radiological Assessment Manager to use site specific release determination guidance in site EPIPs as applicable and to communicate whether the release is within Offsite Dose Calculation Manual limits to the Public Information Writer and Public Information Manager.

U.S. Nuclear Regulatory Commission CNL-23-042 Page 3 May 16, 2023 The above changes were evaluated in accordance with 10 CFR 50.54(q)(3). TVA determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
