Maintenance of records, making of reports, enclosed is Revision 25 of the Tennessee Valley Authority (TVA) Organization Topical Report (TVA-NPOD89-A). TVA's Organization Topical Report provides organizational descriptions for TVA Nuclear, including Browns Ferry Nuclear Plant (BFN), Sequoyah Nuclear Plant (SQN), and Watts Bar Nuclear Plant (WBN). This report is referenced in the Updated Final Safety Analysis Reports (UFSAR) for each of TVA's operating nuclear power plants and must comply with the update submittal frequency requirements for the UFSARs. The reference letters provided the most recent update to the TVA Organization Topical Report on January 29, 2021 as well as a correction on February 19, 2021. TVA has updated the Organization Topical Report to reflect the current organization of the TVA operating fleet, and has provided this document as an Enclosure.

Abstract
This Organization Topical Report (TVA-NPOD89-A) includes the descriptions for the Tennessee Valley Authority (TVA) Nuclear organization including the Browns Ferry (BFN),
Sequoyah (SQN), Watts Bar (WBN) Nuclear Plants, and the TVA Nuclear corporate organization. This report contains the senior management, technical support and operating organization descriptions, and organization charts that meet the content guidance of Nuclear Regulatory Commissions (NRC) Regulatory Guide 1.70, Standard Format and Content of Safety Analysis Reports for Nuclear Power Plants - LWR Edition, Rev. 3 (November 1978).
Qualification requirements and training descriptions specified in the standard format document will continue to be addressed in each plant's Updated Final Safety Analysis Report (UFSAR).
The detailed TVA Quality Assurance organization and program description is contained in the TVA Nuclear Quality Assurance Plan (TVA-NQA-PLN89-A) and is not repeated herein.
The purpose of the TVA Nuclear Organization Description (TVA-NPOD89-A) is to establish a controlled, single-source document, and a disciplined process for communicating the organizational structure and position descriptions to the NRC. TVA-NPOD89-A has been referenced in the UFSARs, Technical Specifications, Nuclear Quality Assurance Plan, and other documents that may refer to the TVA Nuclear organization. This topical report is updated as necessary to reflect major organizational changes. Because this topical report encompasses multiple plants, subsequent updates to the Organization Topical Report will be provided on a biennial basis to ensure that TVA meets the refuel cycle criterion of Title 10 of the Code Federal Regulations 50.71(e) for each unit at each site.

INTRODUCTION
TVA CORPORATE ORGANIZATION
Tennessee Valley Authority is an agency of the federal government whose major policies, programs, and organization are determined by a part-time, nine-member Board of Directors (BOD) structure pursuant to the TVA Governance Restructuring provisions of the Consolidated Appropriations Act, 2005. The BOD members are appointed by the President of the United States and confirmed by the Senate for five-year terms. The BOD selects a Chief Executive Officer (CEO) who also serves as President to manage TVAs day-to-day business. The BOD shapes the long-term business strategies, recommends major program initiatives, and guides TVAs day-to-day operations.
The CEO is responsible for managing all aspects of TVA, including power production, transmission, power trading, resource management programs, and economic development, as well as TVAs corporate functions. The CEO chairs TVAs Enterprise Leadership Team.
The Executive Vice President and Chief Nuclear Officer (CNO) is responsible for the overall safety, efficiency, and economy of TVAs nuclear power program and the overall TVA Nuclear organization.
The CNO reports directly to the CEO and indirectly to the BOD.
The corporate organization leadership and reporting relationships are shown in Figure 1.
TVA Nuclear is responsible for nuclear plant engineering and design, maintenance, operation, quality assurance, and compliance with regulatory requirements. TVA Nuclear plans and manages the nuclear power program to meet the requirements of TVA's Power Program consistent with safety, environmental, quality, and economic objectives.
The organization structure and positions listed in this report provide the level of organization that fulfills the above functions however does not represent all personnel within TVA Nuclear.
The general organization of TVA Nuclear is shown in Figure 2.

I. Executive Vice President and Chief Nuclear Officer
The Chief Nuclear Officer (CNO) is the senior nuclear manager with direct authority and primary responsibility for the management, control, and supervision of TVA's nuclear power program and for the execution of nuclear programs, policies, and decisions established by the Chief Executive Officer (CEO). The CNO has corporate responsibility for overall plant nuclear safety and takes measures needed to ensure acceptable performance of the staff in operating, maintaining, and providing technical support in the plant so that continued nuclear safety is assured. The CNO reports directly to the President and CEO.
The CNO is responsible for the overall safety, efficiency, and economy of nuclear operations. The CNO establishes management and operating policies and procedures related to TVA's Nuclear Program and is responsible for personnel, planning, scheduling, licensing, engineering and design, construction, operation, quality assurance, training, maintenance, and technical and administrative matters related to these programs. The CNO coordinates activities and functions of TVA Nuclear with other TVA organizations to carry out TVAs corporate policy and to meet corporate goals and objectives. This position is responsible for all aspects of TVA's interface and relations with the NRC and other entities with jurisdiction over or interest in TVA's Nuclear Program. Other responsibilities include development and implementation of an effective radiological Emergency Preparedness Program; directing shutdown of nuclear facilities when deemed appropriate; and development of long-range, strategic plans for all TVA Nuclear programs, activities, and facilities.
The CNOs direct reports are provided in Figure 2. These functions are described in more detail in subsequent sections of this report.

A. Senior Vice President, Engineering & Operations Support
This position is responsible for the Engineering and Operations Support associated with producing safe and reliable nuclear power. Responsibility includes Nuclear Engineering, Nuclear Projects, Nuclear Fuels, Subsequent License Renewal, Nuclear Support Services, Performance Improvement, Nuclear Regulatory Affairs, Emergency Preparedness, Security Operations, Operations Support, and External Events recovery responsibilities.
- 1. Vice President, Nuclear Engineering
This position is responsible for establishing and directing engineering functions within TVA Nuclear. This includes Corporate Design Engineering, Plant Engineering, Programs Engineering, and Computer Engineering. Responsibilities include governance and oversight of Site Engineering functions and policy compliance for TVAs Nuclear fleet in regard to engineering functions. In addition, this position advises TVA Nuclear executives on technical issues affecting the sites and provides direction to the Site Engineering Directors.
For National Fire Protection Association (NFPA) matters, the Corporate Engineering Chief Engineer (Vice President, Nuclear Engineering) serves as the TVA Authority Having Jurisdiction (AHJ) and is responsible for approving fire protection equipment installation or procedure design basis matters which do not require prior NRC approval. This position also serves as the point of contact with other organizations on fire protection related matters. For issues which require prior approval, the NRC is considered the AHJ.
The direct reports for the Vice President Nuclear Engineering are shown in Figure 3.
a) Director, Nuclear Plant Engineering
This position is responsible for the management of NPG Plant Engineering department including significant oversight and involvement of the NPG fleet. Manages the NPG Plant Engineering department to ensure critical NPG equipment supports safe, reliable, and economic generation. Establishes and has chief accountability for the NPG Plant Engineering programs. Provides authoritative decisions and recommendations on behalf of NPG regarding critical issues related to plant engineering.
b) Director, Programs Engineering
This position is responsible for management of NPG Asset Management Programs (AMP) Engineering departments including significant oversight and involvement of the NPG fleet. Manages the NPG Programs Engineering department to ensure critical NPG equipment supports safe, reliable, and economic generation. Establishes and has chief accountability for the NPG AMP programs. Provides authoritative decisions and recommendations on behalf of NPG regarding critical issues related to AMP engineering.

c) Director, Design Engineering
This position is responsible for management of NPG Design Engineering departments including significant oversight and involvement of the NPG fleet.
Manage the NPG Design Engineering department to ensure critical NPG equipment supports safe, reliable, and economic generation. Establishes and has chief accountability for the NPG Design Engineering programs. Provides authoritative decisions and recommendations on behalf of NPG regarding critical issues related to Design Engineering.
d) General Manager, Reactor Engineering and Fuels
This position is responsible for the direction of Reactor Engineering and Fuels programs to support the safe operation of TVA nuclear facilities. Manages all aspects of nuclear fuel for TVAs PWR and BWR nuclear power plants including procurement of uranium, enrichment, conversion, and fabrication of nuclear fuel assemblies; development of nuclear core designs and operational fuel related analyses; maintenance of plant safety analyses; direction of spent fuel storage and disposal and oversight of reactor engineering activities to support fuel utilization and reactor operation. As Nuclear Fuel Engineering authority, Nuclear Fuel Engineering programs, standards, and processes as well as fleet engineering programs to ensure that TVAs nuclear facilities are operated safely and reliably, and in compliance with technical specifications, regulatory commitments, industry standards, and within each facilitys licensing bases.
- 2. Vice President, Nuclear Regulatory Affairs & Support Services
This position provides oversight and direction of the TVA Nuclear Regulatory Affairs Compliance and Fleet Licensing functions in support of the operations of TVAs licensed nuclear plants. This position is responsible for the development of regulatory vision and strategy for regulatory issues for both Corporate and Sites and providing policy recommendations. This position provides governance and oversight of the site licensing organizations.
This position also provides oversight and directs the support organization which provides technical support to TVA Nuclear in the areas of Emergency Preparedness, Nuclear Security Operations, Nuclear In-Processing, External Events, and Nuclear Safety Culture. Serves as key member of the TVA Nuclear executive leadership team and advises the CNO and other corporate and site management on a wide range of Nuclear Support issues. Ensures that all managed activities are conducted in accordance with appropriate TVA and external regulations and policies.
- 3. Vice President, Operations Support
This position provides corporate governance of the various functional areas (maintenance, operations, radiation protection, radiation safety, chemistry, and work control) for TVAs nuclear fleet in order to ensure consistency across sites. This position provides oversight and directs the Performance Improvement organization.
This position is responsible for the nuclear training and organizational effectiveness organizations.

- 4. Vice President, Nuclear Projects and Subsequent License Renewal
This position provides leadership and direction for the development of strategic plans for plant projects, including system wide initiatives, to maximize the efficiency and utilization of TVA Nuclear assets. Provides strategic leadership and direction for Subsequent License Renewal and long-term operations. Accountable for assurance that all services meet regulatory, environmental, safety and training requirements, and that appropriate strategies are utilized to achieve maximum utilization of the assets.
B. Senior Vice President, Nuclear Operations
This position reports directly to the CNO and provides oversight of the TVA Nuclear operating nuclear plants. The Senior Vice President Operations direct reports are the Nuclear Plant Site Vice Presidents for BFN, SQN, and WBN, and the General Manager Outage Planning/Execution.
- 1. Site Vice President (Typical for the operating nuclear plants)
This position is responsible and accountable for activities at the site including operations, modifications, maintenance, support, training, and engineering services.
The Site Vice Presidents direct reports and functional reporting relationships are provided in Figure 4 (for SQN and WBN) and Figure 4a (for BFN).
a) Director, Site Engineering
This position is responsible for management and execution of site projects to provide overall management of the Engineering Design, Systems Engineering, Engineering Support, Technical Support, and Components Test and Inspection functions at the site. This function specifically includes managing activities necessary for capital work in support of the operating units and refueling outages.
(1) Senior Manager, Systems Engineering
Responsible for management of the engineering functions at the site, including both outage and on-line support. This responsibility specifically includes managing and monitoring activities necessary for system health, capital work, and maintenance procedures in support of the operating unit(s),
refueling outages, and to recover units from unplanned outages safely, within budget, on schedule, in accordance with applicable requirements.
(2) Senior Manager, Design Engineering
Responsible for integrated management and execution of site projects and physical and design document modifications and provides management support of site engineering functions. This responsibility specifically includes managing activities necessary for capital work in support of the operating unit(s), refueling outages, and to recover units from unplanned outages safely, within budget, on schedule, in accordance with applicable requirements.

(3) Manager, Strategic Engineering (BFN Only)
Responsible for executing the strategic vision of the Engineering Department.
Engineering Programs, Equipment Reliability and Performance Improvement Departments report to the Manager, Strategic Engineering. Additionally, will serve as the primary regulatory interface on behalf of the Engineering Director.
Position will perform duties as assigned by director which could vary depending on the needs of the organization but will include high visibility, high impact and technical responsibilities for the organization including strategic planning, staffing, business planning and budgeting.
(4) Manager, Equipment Reliability
Serves as the central focus for all plant equipment reliability issues taking inputs from all levels of the organization and escalating the issues as appropriate to achieve an acceptable solution. This position also assists the site with preventative maintenance strategies.
(5) Manager, Reactor Engineering
Plans and directs the Reactor Engineering section functions to ensure the reliable and efficient performance of assigned plant equipment in accordance with applicable requirements.
b) Director, Training
This position directs the planning, development, implementation, and evaluation of Training Programs to ensure sufficient qualified personnel to operate, maintain, and modify the nuclear power plant.
c) Director, Site Projects
This position is responsible for cost engineering functions including estimating, forecasting, trending/scope control, data analysis, and reporting. Other responsibilities include ensuring technical and programmatic cost requirements of the site organizations and for planning and scheduling of major modifications and projects.
d) Director, Plant Support
This position is responsible for the Site Performance Improvement, Emergency Planning, and Site Licensing functions.
e) Plant Manager
This position is responsible for ensuring that plant operations and support activities are conducted in accordance with applicable requirements. Responsible for overall plant safe operation and has control over those resources necessary for safe operation and maintenance of the plant. This positions direct reports and areas of administrative responsibilities are provided in Figure 5 (for SQN and WBN) and

(1) Assistant Plant Manager (BFN Only)
This position acts in a staff capacity and serves as a technical assistant to the Plant Manager. Responsible for advising Plant Manager on a wide variety of technical, programmatic, business, regulatory and operational issues/matters that affect or have the potential to affect NPG site operations. Performs special assignments of sensitive and critical nature and identifies opportunities for improved organizational effectiveness. Responsible for establishing and managing a consolidated approach to business and technical issues related to functions of Plant Manage
(2) Director, Maintenance
This position is responsible for planning, directing, and managing the plants Maintenance Program to ensure that equipment and systems are maintained in accordance with operability and reliability engineering practices and requirements.
(a) Superintendent, I&C Maintenance
Manage the activities of the Instrumentation and Controls Maintenance business unit. Provides long-range business unit planning that meets site financial objectives and technical requirements. Management of the Corrective, Preventive, and Outage Maintenance Programs for all plant instrumentation equipment to ensure that equipment functions properly and meet desired performance objectives.
(b) Superintendent, Electrical Maintenance
Manage the activities of the Electrical Maintenance business unit.
Provides long-range business unit planning that meets site financial objectives and technical requirements. (d) Superintendent, Fix-it-Now
Manage the activities of the Fix-it-Now / Rotating Shift Maintenance business unit which may include craft and management employees on rotating shift coverage. Provides long-range business unit planning that meets site financial objectives and technical requirements. Management of the Corrective, Preventive, and Outage Maintenance Programs for all plant electrical, mechanical, instrumentation, and fire protection equipment to ensure that equipment functions properly and meet desired performance objectives.
(e) Manager, CMO
Manage the Component Engineering functions to ensure the reliable and efficient performance of assigned plant equipment and components, in accordance with applicable requirements. At BFN, the CMO Manager reports to the Assistant Maintenance Director.
(f) Assistant Maintenance Director (BFN Only)
Responsible for serving as a technical assistant to the Maintenance Director.
Position will perform duties as assigned by manager, which could vary depending on the needs of the organization, but will include high visibility, high impact, technical, and specialized administrative activities for the organization.
(3) Senior Manager, Radiation Protection
This position guides programs and activities at the plant ensuring that all operations, maintenance, modifications, and engineering activities are conducted in a radiological safe manner and protect plant personnel, systems, and equipment.
(4) Senior Manager, Chemistry/Environmental
This position guides programs and activities at the plant ensuring that all operations, maintenance, modifications, and engineering activities that potentially impact plant chemistry/environmental are conducted in a manner consistent with applicable requirements.
(5) Director, Work Management
This position provides overall responsibility for planning, coordination, scheduling, and monitoring of all on-line and outage work. Responsible for establishing work priorities and coordinating shift turnover; managing the plant scheduling processes; and ensuring efficient and effective management of the work control function.

(6) Superintendent of Human Performance/ Industrial Safety (HU/IS) Program
This position serves as the program owner and manager of the site Human Performance and Industrial Safety Program. The position provides site governance and oversight of human performance and safety program elements and serves as the site lead for the development and implementation of related initiatives.
(7) Director, Operations
This positions primary duties are to ensure safe and reliable nuclear power plant operations and to ensure nuclear safety. The position provides responsibility for planning, organizing, setting policy, and support activities.
These activities include operational strategies for generation, water and waste usage, approval authority for system enhancements, and prioritization of maintenance activities.
(a) Superintendent, Operations
This position is responsible for safe nuclear power plant operations as the senior licensed operator. The superintendent, through the Shift Manager, manages the day-to-day operation of the facility, refueling operations, start-up, operational testing, water and waste processing, and plant operations. The shift crew for an operating unit normally consists of the Shift Manager, Unit Supervisor, Nuclear Unit Operators, and Assistant Unit Operators.
(b) Assistant Operations Director (BFN Only)
This position is responsible for serving as a technical assistant to the Operations Director. The Assistant Operations Director will perform duties as assigned which could vary depending on the needs of the organization but will include high visibility, high impact, technical, and specialized administrative activities for the organization.
(c) Superintendent, Operations Support
This position is responsible for budget preparation, training oversight, performance monitoring, and the Fire Protection Program.

(d) Superintendent, Operations Work Management Support
This position is responsible for the management of the Operations work management aspects in Operations, to include On-Line Work management, Outage management, and Clearance and Tagging preparations.
- 2. General Manager, Outage Planning/Execution
This position ensures TVA nuclear group meets proper governance and oversight for fleet outage readiness and planning expectations to further facilitate fleet outage execution and performance. Provides governance and oversight with the fleet long term strategy and alignment of the fleet outage 5-year business plans and impacts.
C. General Manager, Quality Assurance
The General Manager, Quality Assurance reports directly to the CNO and is responsible for directing and managing the TVA Nuclear Quality Assurance (QA) organization. QA is responsible for ensuring implementation of TVA Nuclear QA Program requirements and evaluating program effectiveness for design, construction, safety and reliability, and operation of TVAs nuclear plants. This responsibility includes performing internal and vendor audits, quality control verifications and maintenance of the fleet Nuclear Quality Assurance Plan (NQAP). QA personnel have an indirect reporting structure to the CNO to provide independence and freedom to effectively ensure conformance to QA Program requirements.
D. Senior Manager, Employee Concerns Program
The Senior Manager, Employee Concerns Program is responsible for the implementation and strategic management of Nuclear Employee Concerns which provides an alternative avenue for employees and contractors to resolve concerns which could affect the safe and reliable operations of TVAs Nuclear assets. Directs the review of concerns generated in Nuclear Power to determine their significance and interacts with all levels of nuclear leadership, as appropriate, to ensure they are effectively resolved. Serves as the liaison between Office of the General Counsel, Office of the Inspector General, NRC, and TVA Executive Management with regards to Nuclear Concerns resolution.
