In accordance with the requirements of T itle 10 of the Code of Federal Regulations (10 CF R) 50.54(q) ; 10 CF R 50, Appendix E ; and 10 CFR 72.44(f), the Tennessee Valley Authority

( T VA) is submitting a description of changes to the Browns Ferry Nuclear Plant (BFN) Radiological Emergency Plan ( REP). The af f ected document is the BF N Emergency Plan Implementing Procedure ( EPI P) named below.

Description of Changes and Summary of Analysis

1. EPI P-2 Revision 42, EPIP - 3 Revision 45, EPIP -4 Revision 45, and EPIP - 5 Revision 59 ad d ed instruction to use Vaporstream as the primary method to be used to notif y the State of Alabama of the declaration of a radiological emergency. Planning Standards 50.47(b)(5) - Notification Methods and Procedures and 50.47(b)(6) - Emergency Communications were impacted by this change.

2. EPI P-2 Revision 42, EPIP - 3 Revision 45, EPIP - 4 Revision 45, and EPIP - 5 Revision 59 removed the second and third bullets f rom Block 3 of the Radiological Release Determination tables t hroughout the document s in order to prevent a potentially incorrect release determination by the Shif t Manager when completing the notification to the state of Alabama.

Planning Standard 50.47(b)(9) - Accident Assessment was impacted by this change.

These changes were determined to be changes to the REP that wer e not editorial or typographical in nature. These changes were also determined to not conform to activi ties that had prior approval. Because 10 CFR 50.47(b) Planning Standards were impacted by th ese changes, it was concluded that the changes could not be implemented without performing a 50.54(q) reduction in ef f ectiveness evaluation. Upon completion of the Effectiveness Evaluation Form s f or these changes, it was concluded that the changes conti nue to comply with the requirements of 50.47(b) and 50 Appendix E, an d t h at the changes do not constitute a reduction in ef fectiveness. Therefore, these changes were allowed to be implemented without prior approval.
