Tennessee Valley Authority - Central Emergency Control Center Emergency Plan Implementing Procedure and Emergency Preparedness Department Procedure Revisions In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP) for Browns Ferry Nuclear, Sequoyah Nuclear (SQN), and Watts Bar Nuclear plants. The affected documents are the Central Emergency Control Center (CECC) Emergency Plan Implementing Procedure (EPIP) and Emergency Preparedness Department Procedure (EPDP) listed below.

U. S. Nuclear Regulatory Commission CNL-22-047 Page 2 May 20, 2022 Description of Changes and Summary of Analysis CECC EPIP-1 TVA revised this EPIP as follows:

Appendices E, F, and G Corrected pages numbers in the headers of these appendices. Replaced all instances of verifying read receipts for Vaporstream with verify the attachment has been opened.

The term read receipt is not used in the Vaporstream electronic notification system.

EPDP-3 TVA revised this EPDP as follows:

General Attachment numbers were updated throughout due to the addition of new attachments.

Made minor/editorial changes throughout to correct formatting.

Section 3.2.1 - Drill and Exercise General Information Added this section to provide more detailed information on the types of drills and exercises.

Section 3.2.1.A.3.b - Scenario Development Added Step 5 concerning the simulated use of drones/robots, radiography, or photography being developed by the scenario development team.

Section 3.2.1.A.6 - Evaluation Updated wording in Step l to clarify that a formal critique presentation will be given by the exercise director or designee.

Section 3.2.1.A.7 - Drill Objectives and Demonstration Criteria Added this section concerning drill and exercise demonstration criteria.

Section 3.2.2 - Drill and Exercise Specifics Added this section to give details concerning drills and exercises outlined in the REP.

Section 3.2.2.J - Drill and Exercise Expectations Added guidance in Step 4 on what to do if a trainee unexpectedly arrives to a drill.

Section 5.0 - Definitions Removed reference to the Off Year Activity, which is no longer required.

Attachments 1, 7, 8, 11, 12, and 13 Updated these attachments with performance data from 2020 and 2021. Also, corrected the date for SQNs last ingestion pathway exercise from 2007 to 2008.

Attachment 3 - Critique Agenda Updated the attachment to be more detailed and formatted more logically.

Attachment 9 - Drill Objectives Updated the drill objectives to align with Institute of Nuclear Power Operations standards.

Attachment 10 - Objectives for Drills and Exercises Added this attachment as guidance for determining which objectives are applicable to each type of drill or exercise.

Nuclear Regulatory Commission CNL-22-047 Page 3 May 20, 2022 Attachment 19 - Guidance for Preparation and Delivery of ERO Focused and Virtual Training Drills Added this attachment to provide guidance to the emergency preparedness staff for the development and execution of focused and virtual training drills to ensure readiness is maintained.

The above changes were evaluated in accordance with 10 CFR 50.54(q)(3) and 10 CFR 72.44(f). TVA determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
