Emergency Plan Implementing Procedure Revisions

Pursuant to Title 10, Code of Federal Regulations (10 CFR) 50.54(q)(5), and 10 CFR 72.44(f),

Tennessee Valley Authority (TVA) is submitting a description of changes to the Watts Bar Nuclear Plant (WBN) Radiological Emergency Plan (REP). The affected documents are the WBN Emergency Plan Implementing Procedures (EPIP) listed below:

Description of Changes

EPIP-1 Revision 55 enacted the following changes:

The values for Unit 2 Condenser Vacuum Exhaust radiation monitors (2-RM-90-255 and 256) were updated based on design output from revision 24 of Calculation WBNTSR115

(Radiological Emergency Plan Effluent Radi ation Monitor Emergency Action Levels (EALs) and Radiation Alert Levels). The calculation was updated due to installation of the Unit 2 replacement steam generators. The updated values are contained in Initiating Conditions (ICs) RG1 (Release of gaseous radioactivity resulting in offsite dose greater than1,000 mrem Total Effective Dose Equivalent (TEDE) or 5,000 mrem thyroid Committed Dose Equivalent (CDE).), RS1 (Release of gaseous radioactivity resulting in offsite dose greater than 100 mrem TEDE or 500 mrem thyroid CDE.), RA1 (Release of gaseous or liquid radioactivity resulting in offsite dose greater than 10 mrem TEDE or 50 mrem thyroid CDE.), and RU1 (Release of gaseous or liquid radioactivity greater than 2 times the Offsite Dose Calculation Manual (ODCM) limits for 60 minutes or longer.). The values were also updated in the Attachment 1 (Emergency Classification Wallboards).

EPIP-2 revision 47, EPIP-3 revision 50, and EPIP-4 revision 48 revision 58 enacted the following changes:

Restructured Sections and Attachments of the procedure to mirror other TVA sites EPIPs and standardize use of an electronic notification process for declared emergencies (Vaporstream).

Updated Vaporstream guidance in EPIPs Attachments (Vaporstream Guidance) to reflect updates to the website.

Updated Unit 2 Condenser Vacuum Exhaust values in EPIPs Attachments due to new values from steam generator replacement.

Added Vaporstream to a Note in EPIPs Attachments related to where NRC notification information can be obtained.

Deleted the Illustrations/Attachments sections from the EPIPs, it is not required and redundant with template table of contents.

Additionally, EPIP-3 revision 50 restored a missing section title and corrected a section heading.

EPIP-13 Revision 32 enacted the following changes:

Updated Unit 2 Condenser Vacuum Exhaust conversion factors in Attachment 4 (Noble Gas Release Rate Evaluation) from a calculation and added new footnote related to 1,2-RM-90-119 (Condenser Vacuum Pump Air Exhaust Monitor) using normal value.

Updated Unit 2 Main Steam Line conversion factors in Attachment 5 (Steam Line Release Evaluation) from a calculation.

Updated Appendices and references to them to Attachments to comply with template requirements.

Deleted the Illustrations/Appendices section from the EPIP, it is not required and redundant with template table of contents.

Added a Note in Attachment 2 (Manual Assessment Of Monitored Gaseous Releases) for useful Integrated Computer System (ICS) screens and added informational notes related to determining flow rate for release path.

  • Added detail in Attachment 2 in Release Path note box to better define Steam Generator (SG) tube level for water line determinations. Also, added "Fuel Damage " and " Re lease Path " row and column labe ls to TEDE ratio table for better usability.

The above changes were evaluated in accordance with 10 CFR 50.54 (q)(3) and 10 CFR 72.44(f). TVA determined that the changes d id not reduce the effectiveness of the WBN REP. The WBN REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
