Tennessee Valley Authority - Radiological Emergency Plan and Central Emergency Control Center Emergency Plan Implementing Procedure Revisions In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(p) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP). The affected documents are the Generic REP and Central Emergency Control Center (CECC) Emergency Plan Implementing Procedure (EPIP) listed below.

CECC EPIP-16 12 Termination and Recovery 03/24/2022

U. S. Nuclear Regulatory Commission CNL-22-050 Page 2 April 18, 2022 Description of Changes and Summary of Analysis REP-Generic TVA revised this REP as follows:

x Section 13.1, Termination Figure 13-1 updated due to organizational changes and reporting relationships. Vice President (VP), Nuclear Oversight changed to General Manager, Quality Assurance, and VP, Nuclear Licensing changed to VP, Nuclear Regulatory Affairs and Support Services.

Also, updated the reporting relationships for Emergency Preparedness (EP) and Nuclear Security.

x Section 13.2, Recovery Organization Updated titles and positions to be consistent with changes made to Figure 13-1.

x Section 14.0, Drill and Exercises Updated entire section to reflect industry best practices and portions of NUREG-0654, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants: Final Report, Revision 2.

CECC EPIP-16 TVA revised this EPIP as follows:

x Section 3.0, Responsibilities Replaced VP, Nuclear Oversight with General Manager, Quality Assurance due to an organizational change. Also, updated VP, Nuclear Licensing to new title of VP, Nuclear Regulatory Affairs and Support Services, and aligned the reporting relationships to reflect EP and Nuclear Security report to this position. The changes align with changes to the REP.

The above changes were evaluated in accordance with 10 CFR 50.54(q)(3) and 10 CFR 72.44(f). TVA determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
