Thb letter is written in response to reference b), which identiflod two potential ereas for Improvement noted by your staff durho an errorgency preparedness !nspection conducted at Vermont Yankee from Juno 29 + July 2,1992. Those areas were:

(1) The Interf ace botween Emergency Preparedness and other departmonts (Report Detall 2.3)

(2) Vrmocr Yankoo Etnergency Action Level critoria improvement items (Report Dotall 2.9) flPMoD8019.EP latorfag.oj Vermont Yr.koo will further evaluate the interf ace between Emerooney Preparedness (EP) and other plant site and corporato departments. The purpoao of the ovaluailon will be to verify that proper levels of interface are assured via procedures, p>licies, and other appropriato admin {strative controls.

This ovaluation will be completed by February 1,1993. Schedutos for any bubsequent efforts will bo determined at that time.

With respect to the inspection report item related to training of security department personnel, we have (as was noted in the inspection Report) revised the Emergency Plan Training Proceduro (OP-3712) to define " annual" as twelve menths, plus or minus three months, with respect to roqualification of personnel on the Emergency Assts!ance Perscnnel List (EAPQ. It is important to note that existing administrative controls were already in place within ^,P 3712 to ensure that the Emergency Preparedness Coordinator (EPC) would be made aware of ony individual or group whose tralaing was about to lapsa. The EPC moots with the training instructor for emergency plannlag on a quanerly basis and reviews the Vermont Yankee EAPL to ensure that all personnel comprising the EAPL are qualified

'and will remain so through the subsequent calendar quutor. The situation regarding the security dapartment was not brought to the attention of the EPC because the definition of "armual" In OP 3712 was presumed to be once every casendar year; thus security department personnel tralning would not have lapsed until the end of 1992.
