Fitnas for Duty Program Data for the Period 1/1/92-6/30/92 Pursuant to the provisions of 10CFR26.71, enclosed is the testing data and associated results for the Fitness For Duty Program at Vermont Yankee. The attached information includes both our corporate and plant locations as our program does not distinguish between the two sites but treats them as a single entity.

Also, provided as Attachment A, is the evaluation and analysis of the data for this same period.

N1'I'ACIIMENT A EVALUATION OF FFD DATA 1/1/92-6/30/92 IRCBELiiE_JN POPULATION During this period there was a scheduled refueling outage at Vermont Yankee. A significant increase in plant population was experienced as result of the outage. This increase was recognized most in the Short Term Contractor Pe*sonnel category, the population of this category fluctuated between a low of 22 people and a high of 629 people._ The random testing rate for this pool and all other random testing categories is in excess of the 100%

per year criteria.

POSITIVE TEST RESULTD e Pre-access: The increase in population also brought a corresponding increase in the number of positive (10). These positive were limited to the Short Term Contractor Personnel category and in accordance with vermont Yankee policy were not authorized site access. The number of positive for this period, although less than experienced during the last outage period (13 positive reported 7/1/90-12/31/90), is considered consistent with previous outage experience.

  • For caujtq: One (1) employee end seven (7) Short Term Contractor Personnel were tested for cause based on observed behavior. The employee and five (5) of the contractors had positive test results indicating alcohol. The employee received disciplinary action and counseling in accordance with Vermont Yankee policy. The contractors had their access authorization terminated.
  • BAndom: One (1) employee tested positive for drugs (Marijuana), two (2) Long Term Contractor Personnel tested positive for drugs (1-Cocaine & 1-Marijuana) and one (1) Short Term Contractor Personnel refused to test. The employee received disciplinary action and counseling in accordance with Vermont Yankee policy. One Long Term Contractor and the Short Term Contractor had there access authorization terminated.

One Long Term Contractor received disciplinary action, counseling and rehabilitation. Following the rehabilitation the individual had access rootored and entered a follow-up testing program.

  • Eollow-u.p: As a result of the above testing results there are three (3) individuals currently in the Vermont Yankee follow-up testing program.

ATTACliMENT A PAGE 2 EQSITLYE TEST RESULTS ASSESSMENl A review of the data for this period compared to previous periods reveals that the Vermont Yankee FFD program is an ef fective program for ensuring that the plant site remains a work environment that is free from the ef fects of drugs or alcohol. The program also serves as an effective deterrent to the use or introduction of drugs or alcohol in the work place. The results of this pe*xod, although slightly higher than previous periods, are not inconsistent with expected results during a period that includes a refueling outage.

Also, a major contribution to the slight increase over previous outage year experience is attributed to the five (5) Short Term Contract Personnel who tested pcsitive for alcohol as a result of tests for cause:

Indication _ of an effective behavioral observation program is evident because eight (8) tests were administered as a result of obse ved behavior, six (6) returned positive results.
