Design and Installation of Containment Overpressure Protection Capability The purpose of this-letter is to inform you that Vermont Yankee intends to go forward with plans to install Containment Overpressure Protection (COP)-

capability by means of a passive hardened wetwell vent. It is our understanding that all NRC questions regarding the conceptual design of the proposed vent

have.-been addressed.

Vermont Yankee initially committed to installation of the COP by References (b) and (c). The NRC confirmed the acceptability of our plans in Reference (d),

An update 'of our plans to install:the COP under the rules-of 10CFR 50.59 and-more detailed information regarding the planned passive nature of the hardened ,

vent was 'provided by Reference -(e). In -addition, during the meeting with' the l

.NRC staff, on April: 30,1990,- Vermont Yankee presented plans to install the- l 3assive COP in detail. The. minutes of this meeting were documented by the 4RC in Reference'(f). These minutes. indicated that Vermont Yankee's proposed-  ;

wetwell' vent design may require NRC review and approval. Since thic meeting '

and the publication of' these minutes, we have responded, via telecon, to numerous :NRC staff questions, it is our understanding that all of the- NRC i

staff? questions have been addressed.

Vermont Yankee must begin the process of design preparation and l

' equipment. procurement shortly in order to provide for installation of the COP l

during our next refueling outage (March 1992). It is our understanding based- i

'on Reference (d) and the fact that all NRC Staff questions have been addressed, '

that you are satisfied that our plans meet your needs for hardened wetwell vent capability at Vermont Yankee. If' this is not the case, please nctify us
