The purpose of this letter is to formally submit Reference (c) to USNRC in accordance with the requirements of 10CFR50.4(a). The attachment to Reference (c) is not included here, since yr Reference (b) these documents will be retained in the Region I office during the inspect on preparation effort and will be returned to Vermont Yankee at the time of the inspection.
