Resolvina. and Preventina Problems Northeast Nuclear Energy Company (NNECO), in a letter dated December 3,1997, informed the NRC Staff that the projected readiness of Millstone Unit No. 3, for the NRC 40500 Inspection, " Effectiveness of Licensee Controls in Identifying, Resolving, and Preventing Problems," was scheduled to be January 5,1998. Since the issuance of that letter, we have continued to assess our progress in regards to key areas associated with our inspection readiness and based upon these assessments, we have determined that we wik not be able to start this inspection on our projected date. This conclusion has been discussed with members of the Resident Staff, the NRC 40500 Team Leader and members of the NRC's Special Projects Office.
