Nuclear Regulatory Commission Attention: vocument Control Desk Washington, DC 20555 Millstone Nuclear Power Station, Unit No,3 Commitment Clarification Readiness-for-Restart Schedule System Specific Assessments The purpose of this letter is to clarify commitments previously submitted to the NRC in " Millstone Unit 3 Readiness-for Restart Schedule"(B16118) dated December 31, 1996, In this corresponaence we committed to completion of one half of the System Specific Assessments (SSA) for Group I (B16118-01) and to completion of the remaining Group I and Group ll SSA's (B16118-02),

The SSAs were designed to confirm the adequacy of the Configuration Manage. tent Plan (CMP) problem identification phase. This phase included:

1. Verification of portions of the FS^.R, Technical Specifications, Operations Critical Drawings, Critical Design Calculations, Plant Configuration (walkdowns) and Procedures (Operations, Engineering, Surveillance and Maintenance) pertaining to the applicable systems, and;
2. Preparation of Design Bases Summaries for the applicable systems.

The CMP problem identification phase was performed in three waves. Wave 1 included 18 (50 %) of the Maintenance Rule Group 1 systems and one Group 2 system. Wave 2 included the remaining 50% of the Group 1 systems, and Wave 3 included the remaining Group 2 systems. Wave 1 system reviews were completed as of May 27,1997 as documented in our letter dated May 27,1997 (B16496). The problem identification phase of the CMP for Wave 2, and 3 systems was completed as of July 16,1997. The completion of this activity was documented in our letter dated' July 17,1997 (B16604), These letters confirmed that MP3 and the Nuclear h- D Oversight (OA) Organization had completed their reviews, as required by the NRC's August 14,1996 Confirmatory Order.

, B16222 \Paga 2 These reviews confirmed the adequacy of the problem identification phase. A subsequent evaluation of the results of these reviews determined that identified deficiencies were largely confined to programmatic issues that were being addressed by configuration management and corrective action initiatives. Accordingly, it was concluded that mini-vertical slice reviews of selected systems, rather than full SSAs, would be a more appropriate method for obtaining assurance of the technical adequacy of the Wave 2 and 3 problem identification phase. This decision was reviewed with the NRC staff at a public meeting on May 28,1997 where it was concluded that the important issue was that an independent confirmation of the adequacy of problem identification was conducted; and that the specific method used was not significant. The adequacy of the CMP problem id^ntification phase for Wave 2 and 3 systems was confirmed by having an independent organization perform mini-vertical slice reviews of two MP3 Wave 2 systems. The overall conclusion of the mini-vertical slice reviews supported initiating independent Correctivo Action Verification Program (ICAVP) on Wave 2 and 3 systems. Nuclear Oversight concurred with this conclusion.

Based on this, the commitments made with respect to completion of one half of the System Specific Assessments (SSA) for Group I (B16118-01) and to completion of the remaining Group I and Group ll SSA's (B16118-02) have been satisfied.
