Millstone Nuclear Power Station, Unit No. 3, Reporting of Potential Significant Deficiencies in Design and Construction:

Interference and Possible Binding of ITT Grinnell Mechanical Snubbers (SD-34)

In Reference (1), Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency as required by 10CFR50.55(e). The potential deficiency involves interference and possible binding of mechanical snubber hardware manufactured by ITT Grinnell prior to April 1980.

Reference (2) provided written confirmation of a June 30, 1983 telephone conversation between our Mrs. P. C. Bandzes and your Mr. T. Elsasser requesting an extension of the due date for providing the necessary follow-up information.

As yet we are still unable to provide you with a final report in this matter; however, we are providing this interim report in an effort to keep the Staff informed of our intended course of action in resolving this issue.

At present, Stone & Webster is providing Grinnall with a list of snubber hardware and the associated purchase orders. Since only hardware manufactured during a specific time period is suspect, the vendor is to identify the pieces of hardware in which the deficiency may exist. Once this list is completed, an inspection of suspect items will be performed to determine the extent of corrective actions necessary.

We will provide you with our final report in this matter when this information becomes available, which is expected by January 1,1984.

Based on an August 2,1983 telephone conversation between our Mr. J. L.

Majewski and your Mr. J. Wiggins, we are submitting this interim report on or before August 26,1983.
