MILLSTONE NUCLEAR POWER STATION, UNIT No. 3 REPORTING OF A POTENTIAL SIGNIFICANT DEFICIENCY IN DESIGN; COULD STARTERS, CLASS A821, A822 AND A823, NEMA SIZES 1 & 2 As required by Title 10, Code of Federal Regulations Part 50, Paragraph 55(e), on May 25, 1982 our Mr. R. E. Lefebvre called your L. Briggs and reported a potential significant deficiency in the construction of Millstone Unit No. 3. The potential significant deficiency involved Gould starters manufactured between May 11, 1981 and March 12, 1982 of class A821, A822 and A823, sizes 1 and 2. These are used in QA Category 1 motor control centers and were identified because possible binding or seizure of the contact carrier assembly could occur causing their associated motor not to start.

To eliminate this problem with the identified starters, (all were shipped per purchase order 2425.600-244 on January 30, 1982) the manufacturer is sending to the jobsite, retrofit kits and instructions for modification.

The manufacturer will also send a representative to the site to advise on the repairs and installation which will be performed by our field personnel.
