No. 25 Containment Fan Coil Unit - Inoperable.

This report was initiated by Incident Report 82-250.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 82% - Unit Load 890 MWe.

DESCRIPTION OF OCCURRENCE:

At 0030 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />, August 24, 1982, during routine surveillance, the Control Room Operator observed that the service water flow for No. 25 Containment Fan Coil Unit (CFCU) was only 1200 GPM in the

, low speed mode. The required service water flow is 2500 GPM.

l No. 25 CFCU was declared inoperable and Limiting Condition for i Operation Action Statement 3.6.2.3a was entered at 0035 hours4.050926e-4 days <br />0.00972 hours <br />5.787037e-5 weeks <br />1.33175e-5 months <br />, l August 24, 1982.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Investigation revealed that the air regulator was out of adjustment. This caused an incorrect amount of air to be applied to the service water flow control valve positioner.

ANALYSIS OF OCCURRENCE:

The CFCU's operate in conjunction with the containment spray systems to remove heat and radioactive contamination from the containment atmosphere in the event of a design basis accident. Operability of either all fan coil groups or of both containment spray systems is necessary to insure offsite radiation dose is maintained within the limits of 10CFR100.

Because redundant cooling capability was provided by the containment spray systems, no risk to the health or safety of the public was involved. The occurrence therefore consti-tuted operation in a degraded mode permitted by a Limiting Condition for Operation, and is reportable in accordance with Technical Specification 6.9.1.9.b.

Action Statement 3.6.2.3a requires:

At 0445 hours0.00515 days <br />0.124 hours <br />7.357804e-4 weeks <br />1.693225e-4 months <br />, August 24, 1982,.No. 25 CFCU was declared operable and Limiting Condition for Operation-Action Statement 3.6.2.3a was terminated.
