Two copies of the enclosure are being provided directly to Mr. Richard R. Keimig of the USNRC Region 1 Staff and one copy of the enclosure is being provided to the NRC Resident inspector at Vermont Yankee. :
The success of the exercise is highly dependent on the confidentiality of our exercise scenario.
Therefore, we are requesting that the enclosure to this letter be treated on a "need-to-know" basis and be withheld from public disclosure in accordance with 10CFR 2.790, until the exercise has been completed.
