Dear Mr. Wilkerson:

This is in regard to your request dated March 24. 1997, for two rail routes to be used for transport of spent fuel from the Brunswick Steam Electric Plant.

Southport. North Carolina, and the H. B. Robinson Steam Electric Plant.

Hartsville. South Carolina, to the Shearon Harris Nuclear Power Plant. near New Hill. South Carolina.

The routes as set forth in Enclosure 1 of each route, meet the regulatory requirements of 10 CFR 73.37. Enclosure 2 of each route constitutes the route aaproval. Unless renewed these route approvals will expire two years from tie date of this letter. Note that transportation of licensed radioactive material must be conducted in compliance with applicable U.S. Department of Transportation regulations.

Note that 10 CFR 73.37(d)(3) requires rail shipments to be accompanied by escorts who have communications capability to summon assistance in case of an emergency. NRC staff have completed the arrangements with law enforcement agencies required by 10 CFR 73.37(b)(6). Information on these arrangements is provided in Enclosure 2 for each route, and is to be incorporated into your shipment plans and provided to your carrier along with instructions regarding its use.

The notification requirements of 10 CFR 73.37(f) and 73.72. and the informa-tion protection requirements of 10 CFR 73.21. apply for each shipment made under these approvals. When making notification to this office under 10 CFR 73.72 please confirm that the appropriate governors or designees will or have been notified.
